Client Information: 

The Centers for Disease Control and Prevention’s (CDC) Division of HIV Prevention (DHP) focus on high impact prevention of HIV—by preventing new HIV infections, improving health outcomes for persons with HIV, and reducing HIV related disparities and health inequities.   

DHP develops and maintains a variety of data and information systems to support its mission, including systems to collect, transmit, store, and analyze data for HIV/AIDS surveillance, epidemiology, and program monitoring and evaluation. We are looking for IT and public health partners including statisticians, researchers, behavioral scientists, computer scientists, public health advisors/analysts, budget analysts, and other program staff. 

Responsibilities: 

  • Demonstrate experience in IT Infrastructure program/project management and implementation. 
  • Proven expertise in the management and control of complex information systems architectures involving multiple disparate databases, network, and communications subsystems. 
  • Experience in the management of cost, performance, and schedules on contracts. 
  • Proven expertise in managing AWS environments. 
  • Possess excellent written and verbal communication skills, and have experience in presenting material to senior federal officials. 
  • Ability to effectively organize and manage multiple, complex, and interrelated IT project tasks. 
  • Knowledge and Experience in AWS Cloud environments. 
  • Expected to have the technical skills and capabilities to serve as a Technical Lead and provide technical direction for all tasks under this contract. 

Minimum Requirements: 

  • Bachelor’s degree or higher in Engineering, Scientific, Computer Science, Operations Research, Business, or related field. 
  • Currently possess and maintain Project Management Professional (PMP) certification. 
  • Minimum of 5-7 years of proven Project Management, including a minimum of 3years of advanced technology systems management experience in an IT environment. 
  • Proven expertise in the management and control of complex information systems architectures involving multiple disparate applications, databases, network, and communications subsystems. 
  • Must be capable of leading projects that involve the successful management of teams composed of information technology professionals and/or other technical disciplines who have been involved in analysis, design, integration, testing, documenting, converting, extending, and implementing automated information and other advanced technology systems. 
  • Independently develop and maintain all required project artifacts, documents, and reports throughout the life cycle of each system/project as required by the CDC Enterprise Performance Life Cycle (EPLC) framework including, but is not limited to, project charters, business cases, project management plans, and project process agreements, project schedules; Risks (cost, technical, and performance to both the Contractor and the Government) and risk mitigation strategies;  Accurately track personnel hours for each task order project; Make recommendations for enhancements and implementation of new and future DHP IT/data systems. 
  • Knowledge of  IT Security Systems, including privacy impact assessments, Security Assessment and Authorization (SAA) artifacts, Plan of Action, and Milestone (POA&M) artifacts, retirement plans, and disposition plans. 
  • Must have relevant skills to the delivery/task order to be managed including one of the following: Program/Project Management, Enterprise Solutions Assurance, Independent Validation and Verification (IV&V), Enterprise Resources Planning (ERP) systems, Customer Relationship Management (CRM) solutions, and Enterprise Integration technology, tools, and solutions. 
  • The ability to effectively organize and manage multiple, complex, and interrelated project tasks.
