Position Summary
We are looking for a technical writer with federal experience to support proposal development and technical documentation. The position may be structured as either part-time W-2 employment or a 1099 contract, based on candidate preference and fit. Please indicate your preference when you apply. This role is ideal for someone who understands federal acquisition processes and can translate complex data and cloud concepts into clear, compliant, and persuasive written material.
Key Responsibilities
      Draft, edit, and format proposal volumes (technical, management, past performance) in response to federal RFPs, RFIs, and RFQs involving data platform, cloud migration, and analytics solutions
      Translate technical input from data architects, engineers, and cloud SMEs into clear, compelling proposal narrative
      Write and maintain technical documentation such as system architecture descriptions, data migration plans, SOPs, capability statements, and white papers covering data platforms, cloud environments (e.g., AWS/Azure/GCP GovCloud), and analytics/visualization tools
      Accurately convey technical concepts, including data warehousing, ETL/ELT pipelines, interoperability, data governance, and BI/visualization platforms, without oversimplifying or misrepresenting capability
      Collaborate with SMEs, capture managers, and program staff to gather and synthesize input
      Maintain consistency in tone, style, and terminology across documents (per style guide)
      Support proposal color team reviews (Pink/Red/Gold Team edits)
      Track and manage documentation version control and submission deadlines
Required Qualifications
      3+ years of experience as a technical or proposal writer, with direct experience supporting federal contracts 
      Demonstrated ability to quickly learn and accurately convey unfamiliar technical subject matter based on SME input
      Familiarity with FAR/DFARS, Shipley or similar proposal methodologies, and federal solicitation structures
      Strong command of grammar, structure, and plain-language writing principles
      Experience with Microsoft Word/SharePoint; familiarity with Adobe/desktop publishing a plus
      Ability to manage multiple deadlines independently in a remote environment
Preferred Qualifications
      Comfort working with and writing about data/cloud technical content (data warehousing, cloud migration, analytics, or similar)
      Experience writing proposals or documentation for data platform, cloud migration, or analytics/BI engagements specifically
      Familiarity with federal cloud environments (GovCloud, FedRAMP) and data governance/interoperability requirements
      Experience with a specific agency or sector (DoD, DHS, HHS, GSA, etc.)
      Writing samples demonstrating technical/data-focused federal proposal work

We are looking for a Data Engineer, Databricks (Mid-Level) to help deliver modern, secure data solutions for a high-impact federal program. In this role, you will support the development of scalable cloud lakehouse capabilities, data pipelines, access-control frameworks, applications, and APIs that enable federal agencies to integrate, analyze, and share mission-critical data. Candidates must be able to pass a background check equivalent to a Federal Public Trust clearance. This is a remote position, with a requirement to come into the office quarterly for in-person meetings.
Key Responsibilities
&bull;    Design, build, and maintain data pipelines on Databricks using Python and PySpark, including schema normalization, metadata capture, data quality checks, and lineage tracking.
&bull;    Develop and improve canonical/unified data model (UDM) structures, including star schema, fact, and dimension table design, to support repeatable onboarding of new agency datasets.
&bull;    Build and integrate Retrieval-Augmented Generation (RAG) and vector search capabilities to support AI-assisted contract search and natural language querying.
&bull;    Contribute to Databricks Asset Bundles (DAB) and CI/CD pipelines to improve deployment consistency, testing, and release velocity.
&bull;    Develop Python-based integration layers connecting the OPA/Rego policy engine to Databricks and Spark, enabling dynamic enforcement of access controls and data masking at query time.
&bull;    Support Delta Sharing configurations, text extraction/OCR workflows, and Databricks Apps as the team expands into these areas.
&bull;    Package, document, and harden pipeline and data model patterns into reusable, well-documented reference implementations that other agencies and teams can adopt independently.
&bull;    Participate in weekly standups and contribute to monthly status reporting on task progress and milestones.

Candidates should have direct, hands-on experience in one or more of the following, and be comfortable ramping quickly across the rest:
