Summary: This position is full time position. This position is responsible for the Branch’s Information Technology functions for supervising the resources and activities of IT Department, managing the IT Operation Team, administering the day-to-day IT operations, maintenance of the infrastructure components, security, and resilience to support the Branch’s business operations.
Responsibilities:
  • Oversee and direct the IT Operation Team to ensure that services, systems and IT infrastructure including hardware, software, telecommunications, network, IT environment controls etc. work securely and reliably.
  • Ensure the high security and performance of network infrastructure.
  • Ensure that network device configuration and patching meet the Bank’s IT & IS standards.
  • Collaborate with IS team in vulnerability scan & penetration tests, ensure that the vulnerabilities are well tracked and remediated on time while meeting the Bank’s IT & IS standards
  • Liaise with data center service providers (e.g. Head Office) in relation to network, equipment, information security and service provisions.
  • Manage the IT Asset (Hardware and Software) throughout the life cycle.
  • Ensure the secured functioning of the Data Centers and Offices (including disaster recovery office).
  • Ensure technical operational problems are resolved in a timely and effective manner.
  • Develop, test and execute the disaster recovery plan.
  • Develop and maintain IT policies, procedures and Service Level Agreement (“SLAs”).
  • Manage IT infrastructure, service or software implementation projects.
  • Assist to define and implement the short-term and long-term goals for the IT Department.
  • Assist to devise, track and control the annual operating and capital budgets for IT Department.
  • Identify needs of the IT department and fulfill the procurement process with proper Management approval.
  • Act as the primary Vendor Manager for IT department.
  • Act as risk managers with the responsibility for identifying, acting on and escalating risks and are held strictly accountable for the failure to discharge their risk management duties.
  • Be responsible for demonstrating risk awareness by following all policies, procedures, and internal control in their daily routine.
  • Other duties as assigned by the Head/Deputy Head of IT Department.

Education and Experience Requirements:
  • Bachelor’s degree in Engineering or Computer Science or a directly related field.
  • Reputable IT certifications preferred.
  • 7+ years of banking industry IT Management /leadership experience.
Skills and Knowledge:
    • Proven leadership capabilities in IT management and IT operations.
    • Strong familiarity with information security, risk management and IT compliance requirements.
    • Deep understanding and hands-on experience in IT project management, IT budget management, Business Continuity Plan and Vendor Management.
    • Excellent organizational, planning, analytical and problem-solving skills.
    • Strong interpersonal and communication skills, both written and oral.
    • Strong continuous professional training and education in IT.
    • Bilingual in English and Mandarin needed.
