AIDS Foundation of Chicago (AFC) mobilizes communities to create equity and justice for people living with and vulnerable to HIV or chronic conditions. We are seeking for an individual to serve as our Housing Stabilization Coordinator. The Housing Stabilization Coordinator is responsible for supporting the Housing Stabilization Manager and the Director of Housing Stabilization in coordinating a portfolio of assigned programs, ensuring that AFC and The Center for Housing and Health are compliant with all funder regulations regarding rental assistance including proper documentation, accurate client and landlord information, and timely payments. The Housing Stabilization Coordinator will be responsible for coordinating HOPWA-funded emergency financial assistance (EFA) for eligible internal program participants in collaboration with the Housing Stabilization Manager.

Principal functions and responsibilities of this position include the following:

Rental Payment Processing

·  Review and process rental and utility paperwork for clients in the assigned program/s (i.e., Flexible Housing Pool, HUD CoC) and ensure funder compliance/requirements; verify payments before release;

·  Enter rental and utility payments in client database;

·  Coordinate with the Housing Specialists and Landlord Engagement Specialists to establish expedited and reoccurring payments;

·  Support rental payment processing for other programs as needed;

·  Interpret and maintain knowledge (i.e., HUD Exchange) of funder requirements, policies and procedures.

Program Coordination and Training

·  Refer eligible program participants to Emergency Financial Assistance as needed;

·  Support with reviewing requests and processing payments in accordance with EFA tracking and processing methods as needed;

·  Review supportive housing program client assistance documentation from intensive case managers to ensure they are eligible and complete;

·  Provide program-specific technical assistance and clarify policies to the case managers and partner agencies;

·  Co-develop orientation and digital training content, and deliver training;

·  Answer phone calls from homeless peoples living with HIV/AIDS, who are seeking housing information services; conduct basic intake for client to determine eligibility including demographic, psychosocial, and needs assessments (i.e. Housing Screening & Referral process) Provide cross training of new staff.

Quality Assurance and Data Entry

· Input recertification data into client database; file and archive off-site storage; maintain digital filing system; archive internal files for offsite storage annually;

· Update and maintain an expedited payment tracking spreadsheet and creating payment requests;

· Review and update client files for current supportive housing client assistance information;

· Cross-check enrollment data;

· Assist with reports and data analysis;

·  Participate in annual site visits; review files for funder eligibility and compliance and produce write-ups and recommendations as needed.

Program Fee Coordination

· Receive, track and send client rent portion contributions to finance for processing monthly;

· Provide ongoing customer service to both case managers and program participants (i.e., provide rent receipts, provide past due notices, and provide rent contribution ledgers).


·  Assist with agency-wide activities as directed, including Annual Meeting, AIDS Run & Walk, World of Chocolate and others;

·  Attend and participate in monthly agency meetings (i.e. SOP meetings, CaseWorthy workgroups, interdepartmental training workgroup);

· Protect organization's value and manage risk by keeping information confidential;

· Perform other duties as assigned.


Minimum Qualifications

Associate’s degree OR 2 or more years of Human Services experience OR 2 or more years of Customer Service experience

Preferred Qualifications

 1 or more years Human Services experience

1 or more years Case Management experience 1 or more years Homeless Services experience 1 or more years HIV-specific service experience


Strong attention to detail and the ability to provide efficient, quality service to both internal and external customers.

Solid interpersonal skills along with the ability and willingness to respect and value the differences and perceptions of different groups/individuals.

Knowledge of the causes of homelessness, who it affects, and the factors (e.g., racial inequities, Socio Economic Status) that can contribute to an individual being homeless. This includes the ability to understand the culture of homelessness and engage homeless or formerly homeless populations.

Strong written communication skills along with the ability to use various Microsoft Office and/or database programs in order to perform job duties such as generating basic reports.
