Description

This is a second-line of defense function to provide “effective challenge” to first-line procedures to identify, measure, monitor, assess and report risks principally in the Bank’s credit-related operations. This position also works with the Market Risk Management Officers and Operations Risk Management Officer in carrying out the functions of the Risk Management Department. This position requires the exercise of discretion and independent judgment with respect to matters of significance, namely the design and implementation of data analytic applications and systems throughout the Bank’s operations.

Risk Management Responsibilities – This position is a second line of defense position:

  • Provide first line with advisory guidance and routinely monitor for compliance as described below,
  • Provide independent assessment of risks and evaluate effectiveness of activities to mitigate risks
  • Escalate any matters that might threaten the authority, stature, independence, adequacy of resources or access to the Board & executive management to Deputy CEO for Risk Management and/or other senior management members.

Detailed List of Functions:

  • Review and/or prepare credit-related reports to monitor the Bank’s loan quality, credit concentrations, lending limit compliance, lending activity, and credit commitments.
  • Prepare the monthly analysis of the adequacy of the Bank’s allowance for loan and lease losses.
  • Serve as part of the CECL implementation transition team, especially to coordinate with a the Bank’s CECL model provider on setting up the model and prepping data for input.
  • Prepare the Problem Loan Report and Credit Risk Presentation for the monthly bank-wide Officers’ Loan Committee meeting.
  • Coordinate with other departments and the IHead Office to accommodate data extraction needs and to assist in report automation.
  • Review the monthly lists of collateral pledged to the FHLB-NY and FRB-NY monthly for determining the Bank’s borrowing capacity.
  • Assist in Preparing reports for submission to independent loan reviewers.
  • Work with the internal audit service provider on its review of credit risk reports and its model validation work.
  • Prepare credit related reports for the Head Office and the US Region team.


Competencies:

In order to perform the job successfully, an individual should demonstrate the following Competencies:

  • Good computer skills, including strong knowledge of spreadsheet software and word processing software
  • Strong ability to analyze and extract data from reports
  • Ability to:
    • Read, analyze and interpret general business periodicals, professional journals, technical procedures and governmental regulations
    •  Write reports, business correspondence and procedure manuals
    • Present information effectively and respond to questions from less sophisticated/knowledgeable persons
  • Ability to calculate amounts, such as discounts, interest, commissions, proportions and percentages

Required Education and Experience:

Bachelor's degree (BA or BS) from four-year college or university and/or three years related experience and/or training, or any equivalent combination of education, training and experience.

Language/Communication Skills:

Proficient in English
