The API/Java/Python Developer is responsible for the design, development, and maintenance of software applications and APIs using Java and Python programming languages. This role often involves a combination of backend development, API integration, and sometimes includes aspects of cloud-based solutions.

Key Responsibilities:

Software Development: Design, develop, test, and deploy robust and scalable applications and APIs using Java and Python. This includes writing clean, efficient, and well-documented code.
API Design and Integration: Design and implement RESTful APIs and microservices, ensuring secure and efficient communication between different systems and applications. This also involves integrating third-party APIs and services.

What You'll Do
As a Technical Systems Engineer, you will serve as a key technical resource supporting internal operations, customer deployments, and ongoing system performance.
Deployment & Installation

Install, configure, and commission hardware and software systems at customer sites.
Deploy and support networking infrastructure, servers, edge computing devices, and wireless communications equipment.
Configure operating systems, applications, and network services.
Assist customers with new technology rollouts and system upgrades.
Verify system functionality and performance during deployment and acceptance testing.

Network & Systems Support

Required Qualifications

An Associate's degree in Information Technology, Computer Science, Engineering, Telecommunications, or a related technical field, or equivalent experience. Bachelor&rsquo;s degree preferred.
5+ years of experience in technical support, network administration, systems administration, field engineering, or a similar technical role.
Demonstrated experience installing, configuring, and troubleshooting computer hardware and software systems.
Demonstrated experience administering and supporting wireless communications technologies, including LTE and/or 5G networks.
Familiarity with edge computing, virtualization, or cloud technologies.
Experience supporting mission-critical infrastructure or industrial systems. Experience supporting government installations preferred.
Understanding of networking fundamentals.
Experience with Windows and Linux operating systems.
Strong troubleshooting and analytical problem-solving skills.
Excellent verbal, written, and interpersonal communication skills.
Ability to manage multiple priorities in a fast-paced environment.

Roles and Responsibilities: As a Construction Management Continuum Training Instructor, you will be laying the skills and knowledge foundation for future Seabees. Duties as an instructor can vary but typically will include the following:

Present material in accordance with approved lesson plans and course control documents.
Provide proper guidance to safely manipulate, position, or transport heavy material, tools, or equipment.
Monitor and evaluate student progress in all classes taught, ensuring that students' level of competence is suitable for the required topic of instruction.
Prepare and administer formal and informal tests or quizzes for curriculum execution.
Monitor and evaluate the effectiveness of courses and materials covering a wide variety of topics in the designated curriculum.

Current Secret Clearance or Ability to Obtain a Secret Clearance.

Serves as an entry level professional who develops baseline plans for ensuring the integrity and accuracy of claims processes and protocols. Draft, publish, and maintain robust Standard Operating Procedures (SOPs) governing proposal development, contract ingestion, project execution, and client reporting. 
Establish and run the quoting process of the company for both commercial and federal quotes. 
Enforce governance and documentation frameworks that guarantee all federal initiatives remain audit-ready at any given point in the project lifecycle.

Regulatory Compliance & Security Governance 

Maintain absolute corporate readiness and oversight regarding critical regulatory and cybersecurity benchmarks, with emphasis on NIST guidelines (including NIST SP 800-171, CMMC, and related security architectures).       
Ensure all internal operations, hardware provisioning, data storage protocols, and programmatic touchpoints strictly align with federal information security constraints.

Strategic Stakeholder Relations 

Serve as a key interface and trusted advisor to federal government clients, contracting officers (COs), program managers (PMs), and primary system integrators.

Your background, education, and qualifications will include.

Key Responsibilities:

Develop and write high-quality proposals in response to government solicitations, ensuring they meet technical and client needs.
Produce technical documentation, reports, and communication materials to support scientific and environmental research programs.

Manage client relationships through regular meetings, addressing needs and expectations to maintain high levels of customer satisfaction.

Qualifications:

A master&rsquo;s degree in a relevant field of Marine Biology/Marine Science or Oceanography (Physical, Chemical, Geological, Biological) (MS/PhD) or 15+ years of relevant experience.
Minimum 10 years of program management experience, including substantial work in DOD, such as Army, Navy, Air Force, Marine Corps, Space Force, or civilian agencies such as NASA, EPA, and NOAA programs. 
Proven experience in proposal development and technical writing in a federal contracting environment.
Strong knowledge of program management methodologies, budgeting, and reporting, with the ability to handle complex program challenges.
PMP certification or equivalent is highly desirable.
Excellent communication skills with the ability to establish trusted relationships with clients and government stakeholders.

About the Role:
This position is a hands-on, one-person accounting function designed to bridge the gap between transactional data and executive decision-making. The primary objective is to transform the existing accounting foundation into a source of reliable financial intelligence. This individual will personally manage the full spectrum of accounting & financial operations, from ensuring the accuracy of initial coding to delivering high-level strategic projections.
You&rsquo;ll be the cornerstone of our back office - working directly in QuickBooks, Paylocity, and Beebole to process transactions, close the books, manage cash, and ensure compliance with government contracting requirements. Responsibilities:

Own all day-to-day accounting functions, ensuring precision in a lean, small-business environment.

Engineer advanced management reporting packages, including granular cost visibility, task order, and customer P&Ls, cash flow forecasting, and annual budgeting.

Requirements:

Bachelor&rsquo;s degree in Accounting, Finance, or a related field.
CPA, CMA, or comparable professional certification/license is strongly preferred.
5-10 years of hands-on accounting experience, including a proven track record of owning the accounting function for a small business
Strong reporting skills with the ability to build complex reconciliations and custom reports outside of standard accounting software.

We are actively hiring Biological Technicians (Levels I&ndash;III) to support NOAA Fisheries&rsquo; Ecosystem Surveys Branch (ESB). Technicians collect and process biological samples and environmental data during fishery-independent resource surveys. Work includes at-sea survey participation (5&ndash;140+ days annually), data QA/QC, sample processing, and equipment support. This is a hands-on science role that directly supports stock assessments and ecosystem-based fisheries management.
Responsibilities 

Participate in sea-going surveys aboard NOAA and partner vessels (sorting, identifying, weighing, measuring fish/invertebrates, collecting biological samples for age, growth, maturity, genetics, diet). 
Stand scientific watches of up to 12 hours/day at sea.
Operate electronic data acquisition systems for fisheries and oceanographic sampling. 
Assist with deployment, calibration, and maintenance of survey gear, acoustics, and optical/video equipment. 
Conduct QA/QC of survey data using NOAA protocols; prepare documentation of sampling procedures and metadata. 
Annotate benthic imagery and optical survey data as directed. 
Maintain, repair, and inventory sampling hardware (measuring boards, motion-compensated scales, barcode systems, touch screens). 
Support cruise staging/de-staging, equipment prep, and vessel logistics. 
Contribute to laboratory analysis of biological samples and assist with database management. 
Train new staff (Levels II & III) and provide leadership of field parties/watches at sea (Level III). 
Summarize survey data, assist with reports, and contribute to outreach materials (manuals, protocols, blogs, newsletters).


Qualifications
Your background will include (all levels): 

Experience working aboard research or commercial vessels.
Ability to work 12-hour shifts at sea for trips lasting up to 3 weeks.
Strong teamwork and communication skills in challenging field environments.
Must meet NOAA OMAO sea duty health criteria and provide proof of a recent TB test.
Proficiency with Microsoft Office; familiarity with data entry and QA/QC practices.
Valid driver&rsquo;s license.

Level I (Entry/Seasonal Technician):

Basic familiarity with marine species ID in the Northwest Atlantic (fish/invertebrates).
Coursework or experience in biological sciences preferred.
Able to assist with sampling, data recording, and shipboard organization under supervision.

Level II (Experienced Technician): 

Minimum 2 years&rsquo; experience identifying fish and invertebrates in the Northwest Atlantic.
At least 1 year of experience with survey bottom trawls or shellfish dredges.
Experience with fishery sampling hardware (electronic boards, scales, barcode systems).
Strong written and verbal communication skills; ability to work independently.

Level III (Senior Technician): 

Minimum 200 days at sea (Bottom Trawl Survey) or 100 days (Shellfish/Advanced Tech Surveys). 
At least 2 years&rsquo; experience with electronic data acquisition systems.
Experience leading watches/field teams of up to 7 at sea.

Safely deploy and retrieve scientific sampling gear (trawls, dredges, grabs, CTDs, sensors, etc.).Conduct routine vessel operations, including docking, line handling, watches, and housekeeping. 
Assist with cruise staging/de-staging, loading/unloading of stores, supplies, and scientific equipment. 
Support deck operations during research missions, ensuring safety protocols are followed. 
Perform net mending, gear repair, and hydraulic/electrical maintenance as needed. 
Assist with vessel system maintenance (diesel engines, generators, hydraulics, deck machinery). 
Operate deck equipment (winches, cranes, derricks, reels, anchor windlass) under the officer's direction. 
Stand lookout, wheelhouse, and anchor watches using navigation equipment (charts, GPS, radar, fathometers). 
Support trawl repair and equipment troubleshooting while underway. 
Work in close quarters with diverse crews, maintaining professionalism in challenging conditions. 
Report safety issues and operational concerns to NOAA Officers in Charge (OIC/JOIC).

Qualifications
General Requirements (all levels): 

Ability to work at sea for extended periods in varied weather. 
Physically capable of lifting and carrying 55lbs, climbing ladders, and working on rolling decks. 
Willingness to work long days (12 hours standard, occasional extended shifts). 
Positive and professional demeanor in small crew environments. 
Current CPR/First Aid/AED certification (or ability to obtain before starting). 
Valid driver&rsquo;s license and ability to operate government vehicles. 
Applicants must pass a drug test, background check, and NOAA medical clearance (including TB test).

Level I (Assistant Deckhand / Junior): 

Entry-level trawling or oceanographic gear-handling experience desired but not required. 
Exposure to hydraulic winches, cranes, or trawl operations is a plus. 
Able to follow instructions and support the senior deck crew with gear operations and maintenance.

Level II (Experienced Deckhand / Lead): 

Minimum 3 years of trawling/oceanographic experience (hydraulic winches, cranes, trawls, net mending, gear repair). 
Strong preference for candidates with an Able Seafarer (AB) Fishing credential (experience requirement may be halved). 
Demonstrated ability to operate and repair vessel systems (diesel, hydraulics, deck machinery). 
Proven experience managing deck operations safely and efficiently while underway. 
Familiarity with NOAA Small Boat Policy requirements is strongly preferred.

This is a hands-on role for a seasoned mariner who excels in deck operations, vessel maintenance, and navigational support. You will be responsible for everything from deploying and repairing complex trawl gear to maintaining the ship's engine and standing watch in the wheelhouse. We are hiring for two levels of experience (Level I and Level II) based on qualifications.
This position requires a professional with a broad skillset, commitment to safety, and the ability to work effectively as part of a small, dedicated team in a dynamic at-sea environment.
 Key Responsibilities
Your duties will encompass all aspects of vessel operations, maintenance, and safety.
Deck Operations & Gear Management

Safely and efficiently manage all deck operations while underway.
Lead the deployment and retrieval of sampling gear, including bottom/midwater trawls, dredges, probes, and CTDs.
Perform expert maintenance and repair on fishing trawls and other sampling gear, with a strong focus on fishing net repair and mending.
Operate all deck equipment, including articulating cranes, net reels, trawl winches, and anchor windlasses.
Assist with docking exercises, line handling, and tying various rope knots.

Vessel Systems & Maintenance

Assist with and independently operate, maintain, and repair all vessel systems as needed, including the Caterpillar 3406 main engine, Isuzu diesel generators, propulsion gear, and hydraulic systems.
Assist in maintaining the vessel's electrical and plumbing systems as required.
Repair trawl gear and hydraulic equipment as necessary while underway.

Navigation & Watchkeeping

Perform wheelhouse and anchor watches as requested by the Officer in Charge (OIC).
Utilize all wheelhouse instruments and resources&mdash;including charts, chart plotters, GPS, fathometers, and RADAR&mdash;to safely navigate the vessel.

Safety & General Shipboard Duties

Abide by and enforce all statutory, safety, and operational standards for ships and seamen.
In emergencies (fire, flooding, collision, man overboard), obey the lawful orders of the OIC.
Assist in the loading and unloading of the ship&rsquo;s stores, supplies, and scientific gear.
Assist with meal preparation and routine housekeeping chores.

Required Experience & Qualifications
Experience Level (One of the following is required):

Technical Skills & Knowledge:

Possess a strong combination of experience and/or training in one or more of the following areas: diesel mechanics, electronics/wiring, plumbing, deck maintenance, carpentry, metalworking, and hydraulics.

As the Instructor you will;

As the Instructor your background will include
Education/Certification

A Bachelor&rsquo;s degree in a STEM subject, Master&rsquo;s degree preferred.

@Orchard LLC is actively seeking to engage an experienced Auditor, Financial Controls for a new project, anticipated to last up to 5 years in support of NOAAs financial and business management modernization initiative. This role is in support of The National Ocean Service (NOS) and the Management and Budget Office (MBO), Office of Coast Survey (OCS) and Office of National Marine Sanctuaries (ONMS).

As the Auditor of Financial Controls, you will be the primary client interface for key initiatives within the following areas.

The implementation of the Financial Management and Data System (FMDS).  The BAS/FMDS Program will encompass dedicated DOC business applications for:


Core Financial Management (including loans, financial statements, and interfaces) 
Acquisitions Management 
Property Management (personal, real, and fleet) 
Enterprise Data Warehouse and reporting (to include data from BAS, Grants, Travel, and HR/Payroll) 
Data Archiving Solution 
 All related administrative system interfaces 

  The primary goals of the BAS/FMDS program are to deploy: 


Single Instance, Single Configuration of Essential Mission Support Systems 
Enterprise-wide, standard data warehouse 
Modernized Financial, Procurement, and Asset Management Systems 
Modernized Data Platform.

Key duties and responsibilities include.


Apply the knowledge of the Federal Accounting Standards Advisory Board (FASAB and, Generally Accepted Government Auditing Standards (GAGAS standards, outcomes from recent self and program evaluations, and Inflation Reduction Act (IRA) and Bipartisan Infrastructure Law (BIL) programs to conduct a risk analysis and develop a recommended five-year internal audit plan. 
Aligned with the approved audit plan and the established program evaluations, the successful candidate shall perform evaluations of internal controls of financial, budgetary, and programmatic scope and support the annual management control review audit and A 123 audit elements.  
The results of evaluations are to be delivered through internal audits, research and position papers and process documentation. 
Act as liaison between auditors, bureau leads, and program personnel. 
Coordinate correspondence between external audit agencies, as well as private sector auditing firms performing audits on behalf of DOC and NOAA line offices.  
External audits include those audits conducted by the Government Accountability Office (GAO) as well as audits conducted by private sector auditing firms engaged by DOC to audit the Departments annual financial statements to satisfy the requirements of the Chief Financial Officers Act of 1990 to provide audited financial statements.  
In a typical year, you will support the NOS Auditor in performing a minimum of one internal review and one program evaluation, completing the annual A-123 statement of assurance, and serving in the liaison capacity for the A-123 and external audit(s).  
Review all audit requests, distribute requests to cognizant program office personnel, and establish task timelines. 
Prepare and submit Correction Action Instruction packages, in accordance with DOC and NOAA guidance, as necessary to resolve discrepancies, track the status of packages submitted to DOC and NOAA, and review pertinent cost, accounting, and finance, or other records to ensure that corrective actions taken are reflected in all financial and cost accumulation data systems.  
Update the audit plan on an annual basis.  

Your background will include the following.


In-depth understanding and experience executing within NOAAs Internal Control environment, including NOAA-specific business processes and systems for payments, collections, grants, property, and financial reporting. This includes experience identifying control weaknesses and gaps in NOAA business processes. 
Provides extensive experience executing the NOAA Management Control Review process required by NOAA Finance every year. 
Provides an in-depth understanding and experience performing NOAA financial statement audit tasks, including Provided by Client (PBC) preparation, tracking, review, and submittal to NOAA stakeholders; Presentation of NOAA business process walkthroughs directly to NOAA external auditors; preparation of whitepapers to respond to NOAA audit inquiries and observations; Development and execution of corrective action plans. 
Possesses extensive experience documenting NOAA processes and identifying key internal controls for NOAAs external auditors to internally manage risk within NOAA. 
Must have experience evaluating internal controls of a large governmental organization with multiple program requirements and multi-year program funding requirements.  
Must understand governmental accounting principles and concepts and application thereof as required by the Federal Accounting Standards Advisory Board (FASAB) and provide advisory services on accounting and auditing topics, including heritage assets and property management.  
Must have a thorough knowledge of standards applicable to financial statement audits. The contractor shall thoroughly understand auditing concepts and the current application thereof in accordance with the Generally Accepted Government Auditing Standards (GAGAS).
