Individual assists the NAVWAR Data Science Learning Program (DSLP) Program Manager by providing programmatic and administrative support services for the Data Science (DS), Artificial Intelligence (AI), and Machine Learning (LM) initiatives being implemented under the DSLP.  These services include overseeing the subcontractor supporting the creation of assigned Data Science training material and conduct of the training; scheduling training events; development of program metrics; and generation of briefing material to support required executive level meetings.   
 
Essential Duties and Responsibilities
&bull;         Maintain a Work Breakdown Structure (WBS) used for the DSLP program that defines project efforts and identifies associated resources and schedule.  
&bull;         Maintain a DSLP Program Master Schedule and develop individual project schedules for activities within the Master Schedule as required.
&bull;         Generate and present to senior leadership, program briefs that summarize the status of projects in progress, completed projects, upcoming or potential projects, program challenges, and future opportunities for the program.
&bull;         Collect and generate DSLP program performance metrics related for the DSLP training program, to include metrics on promotional campaigns, course participation, student demographics, student feedback, etc.    
&bull;         Generate communication materials, e.g., graphics, briefs, videos, etc., to be used to increase awareness and utilization of the program&rsquo;s DS/AI/ML training opportunities.
&bull;         Generate meeting announcements, agendas, minutes, and maintain action items for meetings, working groups, and/or telcons.
&bull;         Generate a Weekly Status Report documenting the program&rsquo;s DS/AI/ML project&rsquo;s status, e.g., tasks assigned, tasks accomplished, tasks remaining, topics requiring Government support, and any updated schedules as appropriate.
&bull;         Functions as the face of the DSLP training program by orchestrating course announcements, student registration, pre- and post- class interactions with students, and addresses any technical issues with course presentations.  
&bull;         Coordinates instructors to scheduled classes and provides course/student support as required.  
&bull;         Oversees DSLP &ldquo;incubator&rdquo; projects, responsible for developing project plans, timelines, budgets, resources allocations, and risk management strategies to keep these projects on track and within scope of the program.
&bull;         Maintains an archive of all DSLP course materials, recordings, student records, and &ldquo;incubator&rdquo; project&rsquo;s documentation.
&bull;         Monitor the development of new training material that is presented in a virtual environment with live instructors, in-person classrooms, and computer-based courses.
&bull;         Generate various documents and reports using Microsoft Office products, e.g., PowerPoint, Excel, Word, etc.   
 
Required Qualifications
&bull;         Bachelor&rsquo;s Degree (technical field).
&bull;         Five (5) years of program management experience, ideally including subcontract management
&bull;         Working knowledge and experience with Data Science activities and methodologies.
&bull;         Experience working across and with Echelon II Navy commands (equivalent to large business corporate level)
&bull;         Must be a self-starter, able to work effectively on an individual basis and/or as part of a team; requires limited to no supervision.
&bull;         Excellent English communication skills both verbally and written, and experience with standard Navy terminology.
&bull;         Must have working knowledge and experience with Microsoft Office applications, e.g., Outlook, Word, PowerPoint, Excel, Teams, etc., plus experience with MS Project and MS Power Apps (Power BI, Power Automate, etc.)

The Welder shall perform welding with a focus on repair, fabrication, alteration, and fabrication on the MATSS vessel, and be located full-time on Oahu, Hawaii.
 
Essential Duties and Responsibilities
&bull;         Riding the MATSS vessel during all at-sea missions to participate in all at-sea Contractor operations including performing deck and rigging tasks, cooking, cleaning, conducting rounds, standing watch, participating in firefighting operations, and performing emergency repairs.
&bull;         Welder(s) shall be able to demonstrate (upon request) vertical-up weld on 3/8&rdquo; carbon steel (S-1 type such as DH-36) using weld process of choice, to be subjected to nondestructive examination (NDE) or destructive root bend and face bend test as per Section 5.4 &ldquo;Test and evaluation of qualification test assemblies.&rdquo; Welder(s) is not required to be fully-certified to S9074-AQ-GIB-010/248.
&bull;         When welding work is not required the individual shall perform deck work as directed, as well as preservation, cleaning, maintenance, fabrication, upgrade/expansion, and repair duties.
 
Required Qualifications
&bull;         2-year Technical School desired.
&bull;         Training and certifications in firefighting, ship damage control, rigging, crane operation, forklift operation, man-lift operation, first aid, automatic external defibrillators, and CPR are highly desired.
&bull;         10 years of relevant work experience or graduated from a technical school with eight years of relevant work experience.
&bull;         Relevant work experience should be similar in scope, including at-sea vessel operations (deck, rigging and line handling tasks, cooking, cleaning, conducting rounds, standing watch, participating in firefighting operations, and performing emergency repairs), in-port operations (rigging, crane operation, forklift operation, man-lift operation), and maintenance, troubleshooting, repair, upgrades, fabrication, installation, operational and testing support of HM&E systems similar to those found on MATSS.

&bull;         SECRET Clearance is required.

Essential Duties and Responsibilities
&bull;         Reviews and applies DoD/DoN regulations and policies, plus commercial and military standards against C4I system designs and installation packages developed for Afloat units and/or Shore sites, e.g., Installation Requirements Drawings (IRD), Ship Installation Drawings (SID), and Installation Design Plans (IDP).
&bull;         Provides recommendations to the cognizant Program Office for any system design and/or installation issue to improve/update system quality characteristics (i.e., ease of installation, maintainability, elimination of obsolescence, simplicity of design, etc.).   
&bull;         Provides subject matter expert (SME) engineering and technical services in support of development and maintenance of installation policy and standards for NAVWAR&rsquo;s family of C4I systems on both Afloat units and Shore sites.    
&bull;         Participates in various levels of meetings, working groups, technical interchanges, telcons, etc., across the NAVWAR Enterprise (NAVWAR, FRD, PEOs, PMWs, NIWCs, FIOs, etc.) associated NAVWAR C4I system design, development, and installations.

Essential duties and Responsibilities

Maintain understanding of all electronic support equipment and follow guidelines using checklists and additional published work instructions and procedures.
Provide operational and maintenance support for the Red Flag system including preventative maintenance, diagnosis of system problems and implementation of repairs on equipment to include elements of the P5 Combat Training System, Individual Combat Aircrew Debriefing System (ICADS) network components and Audio-Visual / Video Teleconferencing equipment.
Maintain documented maintenance actions and reporting through use of the Resource Management Center (RMC).  Adherence to established Maintenance Management Plan and related procedures.
Provide customers with operational assistance daily, as required.  Events include live mission support, post-mission debriefings, and briefings for visitors. 
Repair equipment to original specifications necessary to maintain a fully operational condition.
Accomplish efficient and accurate handling and storage of classified information and materials.
Attend training events and meetings as required.
Demonstrate ability to perform tasks and make effective decisions under stressful circumstances during live mission support events and post-mission debriefings.
Strong communication skills and ability to effectively complete tasks while interfacing at all levels.
Proficient skill in commercial computer hardware, networking equipment and Windows OS.
Ability to perform new software installations and software upgrades on equipment used for mission support and debriefings.
Attend mandatory JTECH 2, government, and corporate meetings as required.

Design and writes basic to moderately complex computer programs.

Provides support to the engineering and design staff by performing a variety of complex assignments during the installation, maintenance, repair, troubleshooting, calibration, testing, fabrication, construction, and operation of diverse electronic/mechanical equipment and systems in accordance with engineering specifications. 

Essential Functions / Duties:

Provide crew leadership for small work teams, plan task execution, and provide oversight of task execution.
Install new cable lines, both underground and in buildings.
Perform maintenance on existing cables, including evaluation tests and repairing old or malfunctioning cables.
Cut and splice Cat 5/6 copper and fiber optic cables.
Locate problem areas and perform other repairs as needed.
Install and maintain network, public address, telephone, access control and security systems and determine solutions for any issues preventing the service from operating normally.
Establishes and maintains filing systems, databases, and logs as needed for tracking project status and inventory.
Duties are performed both indoors and outdoors. Outdoor duties may be performed on even or uneven surfaces, which may be dry or wet. Outdoor duties may be performed on gravel or shingled roof.  Climbing stairs, ladders, towers, and scaffolds, indoors or outdoors, is required.
Ability to work in a field environment with some shift work.
Must be able to lift 50 lbs. (anything heavier requires two or more people or mechanical assistance).  Travel to remote working locations may be required

Required Qualifications:

Must possess at least 5 years of job-related experience.
Must have the ability to lift heavy equipment, and crawl into small spaces.
Must have general knowledge of electrical processes and familiarity with the equipment and tools used in the field.
Must possess strong interpersonal skills and ability to successfully interact with teammates, customers, and employees of other companies who may be working on integrated projects.
Must be able to obtain and maintain Secret Clearance.
Must have a valid, current state driver's license.

A Systems Administrator II evaluates system specifications, configures system, establishes standards, ensures hardware / software compatibility and maintains workstations and MS Windows Operating Systems for stable performance.

Essential Duties and Responsibilities

Perform System Administration functions such as user account maintenance, application and OS patches and updates, antivirus updates, security/event log review and analysis, network documentation, tape backup operations, hardware issue escalation, user training, and user support.
Performs the daily operation of MS Win server software to include system security, appropriate access, configuration and backing up system.
Makes recommendations for future hardware / software implementations and related process improvements, schedules, plans and performs system upgrades including the transition from design, test, production and documentation environments.
Specifies network requirements, monitors LAN performance, troubleshoots networking hardware and ensures system is working properly according to specifications and parameters.
Organizes and secures directory structure and assists / trains staff members in the use of department.
Document Management System, associated databases and CM/DM release procedures.
Uses established policies and procedures and subject matter knowledge to complete complex assignments requiring originality and ingenuity performed under minimum supervision with considerable latitude for independent contribution.
Serves as POC for problem reporting, incremental version updates and monitors yearly support contract.
Knowledge of Auditing, RMF, STIGs, SCAP, and ACAS.
Apply advanced networking and security knowledge to assist in buildup of the network(s).
Knowledgeable in network security procedures, best practices, and implementation.
Exercises discretion and independent judgement in representing and/or resolving matters of significance on behalf of the customer.
Individual reports to an exempt onsite manager responsible for the IT Support Team operations.
There is occasional lifting (up to 50 pounds), constant sitting and use of a computer terminal as well constant use of sight abilities while writing, reviewing, and editing documents, constant use of speech/hearing abilities for communication, and constant mental alertness.

Required Qualifications

Associates or higher degree in Computer/Information Technology, or equivalent academic/technical training.
Possess 7 years related experience or combination of experience in computer system basics and/or related areas of expertise.
Must possess and apply a broad knowledge of principles, practices and procedures in computer science, graphics, and information systems. 
Employee is expected to routinely cross fields in the completion of somewhat difficult and varied assignments. 
Candidate must possess good interpersonal skills, with the ability to work independently and within structured guidelines.
Must possess verbal and written communication skills sufficient to permit interaction with other employees as well as taking work direction from Senior Systems Administrators or Supervisors.
Requires limited to no supervision.
Individual must have a sound working knowledge and experience with Microsoft Office applications, e.g., Outlook, Word, PowerPoint, Excel, etc.
Ability to obtain CompTIA Security + Certification within 6 months.
Must be able to successfully pass the required drug test.

A Programmer II converts data from project specifications and statement of problem and procedures to create or modify computer programs requiring and applying knowledge of programming techniques and computer systems.

Essential Duties and Responsibilities

Design, create, and maintain software applications utilizing some or all of the following programming languages: C#, ASP, ASP.NET, HTML, XML, JavaScript, CSS, ADO.NET, SQL, PL/SQL and Visual Studio.
Develop software solutions to business problems.
Design and writes basic to moderately complex computer programs.
Follow the software and system engineering lifecycle processes and provide recommendations to the Government Customer for improving the processes.
Coordinate with Government Customer to ensure developed software solutions meet needs and expectations.
Manage schedule, quality and technical solution on assigned projects in coordination with project leadership.
Converts project specifications into a sequence of detailed instructions and logical steps for coding into a language readable by computers, applying knowledge of computer programming techniques and computer languages.
Prepare flowcharts and diagrams to illustrate a sequence of steps that a program must follow and to describe logical operations involved.
Operates computer system to check out programs, troubleshoot and test systems.
Monitors performance of programs after implementation.
Analyzes, reviews, and alters computer programs to increase operating efficiency or to adapt to new requirements.
Prepares documentation to describe program development, logic, coding, and corrections.
Assists in developing user manuals to describe installation and operating procedures.
Provides technical assistance to program users, as required.
