Position Description
The Manager, Recruitment & Retention will oversee the overall recruitment, selection and hiring for the organization ensuring the company is acquiring and retaining top talent while constantly growing and developing an outstanding talent pipeline that meets and reflects the growth and changing needs of the organization. They will be responsible for the research, development, and implementation of effective recruiting and staffing strategies to attract a diverse pool of qualified and capable talent for the organization. They will be responsible for the full life cycle recruiting process from sourcing to onboarding and will be a key piece of the business development team by supporting the proposal process.

  • Drive the achievement of the hiring targets for business segment(s), including time to fill, as well as hiring manager and candidate satisfaction
  • Manage the beginning to end staffing process within business segment(s); implements sourcing strategies, screens candidates, provides a short list of candidates, coordinates interviews, and creates offer letters
  • Partner effectively with partners representing different business groups to ensure a smooth end to end recruiting process – Compensation, HR Business Partners, etc.
  • Counsel with managers on the hiring process and ensures that managers are in compliance with corporate and government policy
  • Uses significant business knowledge and subject matter expertise to contribute to the execution of the staffing strategy, including talent attraction, hiring, relocation, and the contingent workforce.
  • Create and foster relationships with colleagues and diverse professional organizations to attract and recruit critical skilled candidates, alumni and diversity applicants
  • Maintain contact with hard-to-find skilled candidates using various communication techniques to keep the candidates interested in the Company 
  • Surface candidates and develops networks to ensure constant flow of qualified candidates.
  • May participate with management to develop job specifications, make salary recommendations and negotiate starting salary with management and candidate
  • Collaborate with hiring managers to create and review employment requisitions and develop staffing plans
  • Communicate with hiring manager on the status of requisitions, candidate quality and candidate pipeline
  • Develop and continuously build strong candidate pipeline
  • Oversees the implementation and management of an Applicant Tracking System (ATS) to increase efficiencies in the hiring and onboarding process
  • Train new and existing hiring managers in utilization of ATS and develop training tools for self-sufficiency in managing applicant flow
  • Establishes partnerships with schools, universities, military installations and other organizations to identify top talent and maintain recruitment pipeline for current and anticipated job opportunities
  • Assist with developing a robust and comprehensive onboarding and orientation process and oversee all aspects of the new hire’s introduction and acclimation to LTE
  • Oversees the Employee Recognition Program, researching and introducing innovative ideas to increase employee satisfaction and retention
  • Ensures compliance with federal, state, and local employment laws and regulations, including (Office of Federal Contract Compliance Programs) OFCCP and company policies
  • Act as lead for assigning and tracking completion of company-required training
  • Performs other duties as assigned

Qualified Applicants will have the following experience supporting Public Sector/ DOD/ Government Sector:
  • Strong relationship management skills for internal customers and candidates (business / hiring managers / HR / Staffing stakeholders) and external (candidates, vendors etc.)
  • Prior experience recruiting for Cleared/Clearable candidates.
  • Excellent project management skills.
  • Expert in interviewing and selection skills and techniques.
  • Strong team-working skills, partners and collaborates effectively with all stakeholders though the recruitment process.
  • Results and performance driven – able to work to meet deadlines and manage priorities.
  • Operational excellence in recruiting processes and systems.
  • Excellent customer service skills and knowledge of regulatory environment i.e. immigration/discrimination, recruitment policy knowledge, employment legislation.
  • Excellent written and spoken communication skills.
  • Requires 5 to 8 years with BS/BA or 3 to 5 years with MS/MA or 0 to 2 years with PhD or at least 9 years experience without a degree.

Prolonged periods of sitting at a desk and working on a computer.

Travel Requirements
Travel is anticipated to be less than 10% within the Continental United States.
