Position Description
The Corporate Contracts Manager is responsible for effectively managing, creating and executing contracts for the purpose of maximizing financial and operational performance and minimizing risk. They will negotiate terms and conditions and ensure that compliance with terms are met, as well as documenting of changes or amendments that may arise during implementation or execution. They will serve in a leadership role and provide guidance to lower-level employees.

Responsibilities
  • Review complex solicitations and prepare a specialized and/or non-routine response for proposals, bids, and contract modifications
  • Manages and provides leadership related to contracts function for contract negotiation, analysis, and administration; guidance and oversight of proposal preparation; and customer engagement related to contract acquisition and fulfillment in order to achieve company annual operating plan
  • Advising and assisting the negotiation of subcontracts, teaming, and non-disclosure agreements. Ensures that contracts achieves optimal operational and financial performance by adhering to contract policies, procedures, methods, operating practices, and working in partnership with the business leaders to drive performance standards for contractual programs to culminate in excellent CPARs and achievement of financial goals
  • Facilitates effective implementation of contract responsibilities within program objectives and requirements
  • Reviews and resolves all issues affecting company compliance and ensures satisfaction of legal requirements, Company, and customer objectives by working closely with the Manager, department heads, and other senior executives
  • Provides strategic guidance to completion on more complex bids such as intellectual property components, contracts requiring overseas support, etc
  • Advises management of contractual rights and obligations, identifying risk areas and mitigation strategies, and provides interpretation of terms and conditions
  • Leads, mentors, trains, develops, and manages the activities of contract professionals including highly complex solicitations and assists the Contracts team members in the preparation of specialized and/or non-routine response for proposals, bids, and contract modifications
  • Provides contractual guidance to operations team members for appropriate Statement of Work.  Maintain records of correspondence and documentation in relation to established contracts and those in progress
  • Analyze significant and/or unique contract requirements, special provisions, terms, and conditions to ensure compliance with applicable laws, regulations, and corporate policies and procedures
  • Provide contractual guidance to operations team members for appropriate Statement of Work
  • Provides compliance to internal policy, procedures and functional industry best practices and contributes to and lead pricing related to contract proposals
  • Maintain records of correspondence and documentation in relation to established contracts and those in progress
  • Develop negotiation strategy and leads negotiation team on complex contractual issues
  • Analyze new law, regulation and contract trends for potential impact on business goals and objectives
  • Provide convincing guidance to internal business teams on corporate goals and objectives related to contract activity
  • Manages contract change control process and function as a subject matter expert on selected areas
  • Assist in new business pursuit and associated contract strategy
  • Support the activities of the parent and other subsidiaries of the parent company
  • Assist in identification, development, and implementation of new contract policies and procedures
  • Participate in the development of business alliances and partnership agreements
  • Contribute to development and achievement of departmental and company goals
  • Communicate and collaborate with Business Development, Proposal Management, Operations management teams: Task Leaders, Program Managers, Operations Directors, Customer and Supplier Contracting and Legal departments, Executive Leadership and others as identified
  • Other duties as assigned

Education
  • Bachelor’s Degree in Business or related field plus a minimum of 16 years (Master’s with 14 years or PhD with 10 years) of related work Experience working as a Contracts professional in the federal contracting in positions of progressive responsibility, including 5+ years of experience managing employees
  • An in-depth knowledge about federal government contracting, to include federal acquisition process and regulations. Actual experience managing contracts with the Department of Defense and/or Department of State is highly preferred
  • Demonstrated experience with the development and negotiation of large, highly complex, bids
  • Certified Federal Contracts Manager (CFCM) or Certified Commercial Contracts Manager (CCCM) highly preferred
  • Must have experience in handling time-sensitive, service-oriented functions
  • In-depth knowledge of compliance with applicable federal regulations
  • Knowledge of corporate policies and procedures coupled with the ability to identify required improvement to established policies
  • Knowledge of contracting concepts of public contract acquisition law and regulations
  • Strong negotiation, analytical and communication skills
  • Strong writing and time management skills
  • Presentation, leadership and team-building skills
  • Independent judgment and creativity applied to the resolution of contract issues
  • General understanding of the business case and an appreciation of financial/analytical issues and profit and loss implications

Security Clearance Requirements
This position may require obtaining and maintaining a SECRET security clearance.

Travel Requirements
Travel is anticipated to be less than 5% within the Continental United States.
