Sampled believes that as an organisation we have a duty to be actively engaged in supporting not just the clients and industries we serve but the communities where we live and work.POSITION SUMMARY:The Senior Manager, Government Contracts, will focus on maintaining and developing Sampled’s U.S. Federal, State and Local Government business. This role will lead: 1) the enhancement of Federal and State & Local client portfolio 2) establishment of strategies, policies, and processes to ensure compliance with all contract requirements, laws/regulations, solicitation standards, and evolving risk trends; 3) the management of compliant and timely solicitation responses including the appropriate competitive bidding strategy; and 3) the support and oversight of cross-functional processes for budgeting, revenue booking, and effective task order spend down.Areas of responsibility:• Lead the end-to-end bidding, award, and performance cycle including for government contracts: identifying opportunities, coordinating and preparing solicitation responses and necessary processes, oversight of unique operational and compliance requirements that may be performed in various departments of Sampled. This includes development of pricing and cost proposals, preparation of budget justifications and any post-response activities.• Identify, develop, track sales opportunities for Government contracts.• Build, develop and manage team consulting relationships to expand market positioning.• Engage key stakeholders and decision-makers in target agencies to effectively position Sampled as a trusted partner to better understand agency priorities and needs• Drive the development of compliant and compelling proposals: strategize, write, refine, and submit• Contribute to knowledge management and record of business development activity, including active use of CRM tools – HubSpot.• Create and deliver effective client presentations and proposals that address the specific needs of a client including statements of qualification/capability and partner briefing documents.• Develop and execute development plans and coordinate efforts to achieve sales and revenue targets.• Actively participate in activities to foster lead generation.• Monitor proposed legislation actions and policies, determine the potential impact to the organization, and organize appropriate company response• Participate in the Federal portfolio business expansion planning sessions.• Be an effective team player, with behaviors reflecting the Sampled Values: Strive to delight our clients, Move innovation forward, Accelerate your business, Rise together as a team, Transcend what is possible.• Perform related responsibilities as needed.QUALIFICATIONS:• Bachelors Degree, Scientific field preferred.• Minimum of 5 years’ experience of client engagement with one or more Public Health entities within the US federal government. This must include having an existing network with the NIH for the type of services Sampled offers.• Successful track record of developing relationships, metrics-driven approach, proposal development, and winning commercial contracts with the VA, NIH, NIMH, NIDA, NIDDS, or other Federal agencies and consultancy groups.• Familiarity with federal acquisition tools such as SAM.gov, FedBizOps, and grant funding cycles.• Working knowledge of FAR and SBA regulations.• Experience in identifying unique operational requirements and ensuring adequate policies and procedures are implemented to comply.• Proficiency in tracking potential opportunities and forecasting accurately on a monthly/quarterly/annual basis.• Strong business acumen.• Excellent technical and business proposal writing & quality control.• Strong organizational and project oversight skills, with attention to priorities, and responding in a timely manner.• Exceptional communicator: writing, researching, and speaking skills to communicate simply and convincingly.• Professional gravitas, able to represent the business externally.• Strategic and detail-oriented skill set, able to work independently.• Comfortable focusing on detail whilst being able to articulate development & organizational strategy.• A self-starter, with a strong desire to work with a company to expand Sampled’s Government business.• Able to work effectively remotely and in collaboration with diverse functional groups.Sampled is an Equal Opportunity Employer (M/F/Disabled/Veteran)
