The Role 

The Program Manager II independently manages complex FF37 network deployment portfolios and drives delivery performance across Engineering and Construction programs. This role owns forecasting, MECD performance, risk management, dependency resolution, leadership communications, and cross-functional execution while ensuring delivery commitments and business objectives are achieved. 

Primary Responsibilities: 

  • Own medium-to-large project portfolios from planning through customer-ready completion. 

  • Drive delivery performance against committed milestones, MECDs, and business objectives. 

  • Independently manage forecast accuracy, schedule readiness, and portfolio health. 

  • Lead Engineering, Construction, vendor, and leadership program reviews. 

  • Own Project Jeopardy management, mitigation planning, and recovery execution. 

  • Identify and resolve complex cross-functional risks and dependencies. 

  • Lead escalations involving Engineering, Construction, vendors, Lumen, and leadership teams. 

  • Develop executive-ready reporting, business impact assessments, and recovery recommendations. 

  • Ensure compliance with FF37 governance, forecasting standards, and operational procedures. 

  • Mentor Project Coordinators and Program Manager I team members. 

Required Qualifications:

  • Bachelor’s degree or equivalent combination of education and experience. 

  • Five or more years of project management, program management, engineering, construction, telecommunications, or related operational experience. 

  • Demonstrated experience independently managing complex project portfolios. 

  • Experience leading cross-functional teams and influencing without direct authority. 

  • Strong forecasting, risk management, reporting, and executive communication skills. 

  • Advanced proficiency with Microsoft Excel, PowerPoint, Teams, and project lifecycle management systems.

Qualifications

  • 5+ years of experience in telecommunications, network deployment, or related technical program management.
  • Bachelor's Degree or equivalent education and experience or 2-3 years with a master's degree.
  • Strong understanding of wireless or wireline network design, engineering, and construction lifecycles.
  • Proven success managing cross-functional implementation programs in fast-paced environments.
  • Experience with milestone management, forecasting, vendor oversight, and project quality control.
  • Exceptional organizational, communication, and analytical skills.
  • Ability to synthesize complex information and drive clear action plans.
  • Proficient with project management tools, data dashboards, and reporting systems.

·       Knowledgeable and able to work in appropriate systems and Microsoft OfficePreferred Skills

  • Experience with large carriers, fiber deployments, wireless networks, or infrastructure providers.
  • Knowledge of engineering SLAs, construction processes, and network activation workflows.
  • Advanced Excel/Sheets, data visualization tools, or project tracking software.
  • Strong vendor management and contract oversight experience.

Compensation

This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors.

 Location Based Pay Ranges:

$70,000-$116,000
