We are seeking an individual to serve as our Learning and Talent Development Manager. This is an exciting opportunity to develop and establish talent development programs. The Learning and Talent Development Manager reports to the Senior Director of Talent Management and is responsible for creating, developing, implementing, and conducting training and development programs for all agency employees (individual contributors, managers and leaders).  This position assesses organization-wide developmental needs to drive training and development initiatives and identifies and implements best-in-class training and development solutions for employees across levels. This position actively searches, creatively designs and implements effective methods to educate and enhance performance and professional development. The Learning and Talent Development Manager is a member of the Operations team, which includes the areas of Human Resources and Talent Management (HR/TM), Information Technology, and general office oversight. The Operations team works together to provide high quality and timely support to the work of the organization, with a focus on providing excellent client service to its internal customers while maintaining excellent relations with external contacts.

Principle functions and responsibilities of this position include the following:

Learning and Talent Development

  • Establish and maintain ongoing productive relationships across the department and the agency;
  • Conduct ongoing training and development needs assessment through surveys, interviews, focus groups, and communication with managers, and instructors;
  • Establish and manage in-house training and development programs based on identified needs and in alignment with AFC’s strategic goals;
  • Design, organize, plan, and present various development tools and training courses ( instructor-led, e-learning) for staff and leadership;
  • Provide guidance to and collaborate with other staff who design, organize, plan and present AFC training courses;
  • Co-develop and implement training budget; maintain record and reports of expenses;
  • Obtain and/or develop effective training materials utilizing a variety of media; design and/or acquire training procedure manuals, guides, and course materials;
  • Identify and secure learning vendors and trainers to build and deliver training courses; manage vendor relationships;
  • Review and assess training materials prepared by internal and external instructors;
  • Train and provide development-related guidance to managers, supervisors and others involved in employee development efforts;
  • Create awareness of available learning and development resources; collaborate with the Communications team to develop and maintain organizational communications such as intranet bulletin boards, newsletters, learning campaigns;
  • Conduct follow-up assessments of all completed trainings and modify programs as needed;
  • Plan, organize, facilitate and order supplies for employee development and training events.

Project Management

  • Develop and execute small- to mid-size learning and talent development project plans;
  • Manage project deliverables, timelines and resources; ensure project budgets are developed, monitored and tracked;
  • Serve as point of contact on assigned projects;
  • Identify, secure, coordinate and manage internal and external stakeholders;
  • Troubleshoot problems and obstacles associated with the coordination, development, and execution of projects; facilitate problem resolution;
  • Provide subject matter expertise and guidance to Talent Management lead, department head, and department staff;
  • Lead various project planning and review meetings.

Diversity, Equity and Inclusion

  • Ensure learning and development programs and tools are aligned with AFC’s diversity, equity and inclusion goals;
  • Identify, secure, and coordinate work of facilitators that align to AFC’s DEI mission;
  • Support implementation of organizational learning, DEI-related goals and initiatives.

HR Systems and Metrics

  • Identify, implement and manage learning management system (LMS);
  • Assess existing learning and development offering platforms (i.e., HMM, Paylocity) and learning and development offerings, and identify ways to streamline offerings into one platform/LMS system;
  • Evaluate training outcomes; track and analyze the impact of learning and development programs and initiatives;
  • Develop systems and metrics to track utilization and participation; track training/development offerings and program participation;
  • Coordinate trainings and maintain records of training and development activities, attendance, results of tests and assessments, and retraining requirements.

Talent Management

  • Provide direct support to the Senior Director of Talent Management with the coordination of talent management projects and initiatives, as needed; this includes project plan development; project management, and execution of project-related deliverables;
  • Conduct subject-matter-expert (SME) interviews, collect data and information, facilitate focus meetings, and draft project-related content;
  • Manage small- to mid-size talent management projects;
  • Work with the Senior Director of Talent Management to develop and monitor quality control processes and tools; track data and provide quality-related reporting.

Team Leadership

  • Support and/or Lead working groups and project teams;
  • Support the development and achievement of team goals and related strategic plan items;
  • Work as a team member with other members of management and the HR/TM staff.
  • Provide subject-matter guidance to other department professionals.


  • Assist the Senior Manager, Human Resources and the Senior Director, Talent Management on other Human Resources/Talent Management matters as needed;
  • Assist with agency-wide activities as directed, including Annual Meeting, AIDS Run & Walk, and others;
  • Maintain and update job knowledge by participating in training and educational opportunities, reading professional publications, and participating in professional organizations;
  • Protect organization's value and manage risk by keeping information confidential;
  • Perform other duties as assigned.


Minimum Qualifications

Bachelor's degree in Human Resource Management, Industrial/Organizational Psychology or related field AND 3 or more year’s experience designing and implementing employee development programs


1 year of Project Management experience

1 year of Instructional Design experience

Preferred Qualifications

1 or more years’ experience managing and/or working with a learning management system (LMS)

1 or more years’ experience managing a budget and/or project resources

Experience supporting or implementing diversity, equity and inclusion initiatives

Certified Professional in Learning and Performance (CPLP) credential (or similar credential)

SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential

Master’s Degree in Organizational Development or related field


Exceptional verbal and written communication skills as well as strong attention to detail.

Solid knowledge and application of adult learning theory as well as the ability to use a Learning Management System.

Solid interpersonal skills along with the ability and willingness to respect and value the differences and perceptions of different groups/individual in addition to the ability to provide efficient, quality service to both internal clients and external stakeholders.

Strong time management and vendor management skills along with the ability to demonstrate leadership and expertise in own functional area.  

Solid instructional design, facilitation and presentation skills in addition to the ability to present training material and information to participants and facilitate their learning of the material to achieve desired learning results.

Exceptional project management and training development skill as well as the ability to prioritize, plan, and coordinate work activities, and manage resources so that work objectives are accomplished efficiently.

Additionally, strong judgment and problem solving skills are essential for the candidate to be successful in this position.
