Summary/Objective
The Site Lead is responsible for supporting C-130J MATS Academic Support and Contractor Logistics Support of Devices. The Site Manager supervises simulator/classroom instructors, maintenance technicians and other additional staff to ensure contract compliance. The Site Manger will also perform duties as a C-130J MATS pilot instructor.

Essential Functions

  • Manages the site operations and all personnel assigned to maintain simulator or instruct aircrews. 
  • Instructs students in classroom and devices in accordance with syllabus of instruction providing hands-on instruction and demonstration of C-103J specific procedures.
  • Acts as principal liaison between the assigned government Contracting Officer Representative (COR) and the C-130J Maintenance Aircrew Training System (MATS) Program Manager. 
  • Acts as the Site Contract diplomat, liaison and COR Point of contact for the USAF customer.
  • Ensures contract compliance for all site operations and maintains good working relationships with all customers.
  • Ensures on time submittal of monthly device utilization reports and all other reports as required. 
  • Responsible for ensuring that adequate safety and security standards are established and maintained. 
  • Responsible for planning conferences with USAF customers.
  • Ensures Fiscal Year student throughput or contracted simulator/academic training.
  • Manages the execution of yearly, monthly, and weekly training schedules.
  • Instructs students in the classroom and on C-130J devices when required.
  • Provides oversight of training programs for all personnel and is responsible for providing adequate resources.
  • Performs evaluations of instructor personnel in classroom and C-130J devices, if required.
  • Manages the site quality assurance program to ensure International Organization for Standardization (ISO) compliance. 
  • Responsible for monthly submittals of status reports to meet Contract Data Requirement List (CDRL) requirements.
  • Attends necessary weekly, monthly, and quarterly meetings as required or directed by the Program Manager.
  • Ensure site personnel compliance with Air Education Training Command Instruction (AETCI) 36-2909

  • Strong communication and interpersonal skills are required.
  • Must have the ability to read, analyze, and interpret the most complex word and technical documents/diagrams. 
  •  Will be required to respond effectively to sensitive inquiries and complaints. 
  • Must be able to generate effective oral and written presentations and proposals on complex subjects. 
  • Must be able to calculate figures and amounts, prices, commissions, and percentages, and to draw and interpret graphs.
  • Must be able to define problems, collect data, establish facts, and draw valid conclusions. 
  • An ability to interpret complex customer requirements and attitudes from verbal, non-verbal, and written communication is desirable.   
  • Ability to read and understand electrical schematics and drawings.  
  • Must be proficient in Microsoft Excel, PowerPoint, Project, and Word.
  • Must be able to effectively deliver oral presentations to management and customers.
  • Must be able to work independently and direct subordinates.

Education and Experience
Bachelor’s Degree in a related field from an accredited institution of higher learning. At least four (4) years of previous C-130 flight operations and/or flight training management experience. Eight (8) years total flying experience, five (5) years military experience, with at least two (2) years or 200 hours C-130J Pilot flight instructor and training management experience. Must have recent experience as a C-130J Instructor Pilot or Evaluator Pilot. Must have EXPERT Common Immersive Theater Environment (XCITE) experience. Completion of a formal USAF Instructor training course. Must have recent National Industrial Security Program Manual (NISPOM) related security management experience. Must have experience and use of the Computer-Aided Assessment System. Knowledge of and experience with the Visual Threat Recognition Avoidance Trainer (VTRAT).

Supervisor Responsibilities
This position may supervise one or more employees and provide a leadership at the Site. Provide counsel, advice and guidance to management, subordinates and other internal groups on technical matters including the capabilities and limitations of current technology, facility capability and costing of effort as these items pertain to quality and process improvement.  Responsible for scheduling personnel, managing labor and material expenditures.  Attends meetings, manages delivery schedules and coordinates configuration management activities.  Ensure a safe and secure work environment is established and maintained.

Work Environment, Programs, and Tools
This position operates in an office environment and communicate with computers, telephone, and printer/fax.  Will be working in areas with risk of electrical shock and from moving mechanical parts driven by hydraulics under high pressure. Will at times be exposed to the following conditions: extreme heat, airborne particles, and loud noises. Must be able to walk and/or climb stairs and ladder into a simulator or airplane cockpit. Must be able to stoop, bend, and crawl on top of or under machinery. Must be able to detect odors or hear noises, bangs, etc., or other sounds to detect problems or flaws in the functioning of simulators and its surrounding environment. Must be able to distinguish colors.

Position Type/Expected Hours of Work
This position will be abroad at Yokota AFB, Japan and will require adherence to the Government site hours of operation. This position is a full-time salaried position, expected to work 80 hours a payroll period. May require evening/weekend work and work outside of the Government site hours of operations when needed to support Program needs when approved. Must be willing to work any shift or day of the week as required.

Travel
Domestic and international travel may be required.

Security Clearance
Must be eligible for DoD Personnel Security Clearance. Must be a US Person, as defined by the International Traffic in Arms Regulations (ITAR)/Technical Assistance Agreement (TAA), eligible to receive and handle controlled classified & unclassified information. Personally responsible for proper classification and marking of all information and materials, in any form. Shall be assigned specific responsibility for Information Security by immediate supervisor or department management. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval.
