Work Experience:

1. Functions as a project lead. Oversees the development of
detailed systems requirement specifications; and the
creation of detailed test scenarios with a thorough
understanding of business and technical requirements.
Participates in testing functionality, fixing defects,
developing and executing regression scripts, and performing
data load tests. Effectively analyzes the test environment,
understands the underlying business issues, and ensures the
appropriate tracing of functional requirements for the
system. Suggests test approaches and test strategies.

2. Has a thorough knowledge of the systems development
cycle and employs excellent problem-solving skills. Leads
the effort to write and execute test cases based on ensuring
compliance with SDM policies and procedures.

3. Has a thorough knowledge of quality test documentation
and prepares such documentation as required. Provides
estimates, defining and justifying the potential work
required within a provided timeframe. Assists with the
execution of functional/system level test cases; and
reviews and monitors test results. Oversees system testing,
database querying, data content testing, web service
testing, and integration testing. Monitors the project’s
defect tracking efforts for consistency, accuracy, and
timeliness, and attends defect meetings to facilitate
communication and timely defect resolution. Reports test
and work status on a daily or periodical basis.

4. Reviews test process or test methodology for
opportunities to improve work efficiency and quality at
various stages in the SDM.

5. Communicates with the project and product
management teams as necessary to resolve questions,
issues, report progress or details on a frequent/on
need basis, and suggests procedural improvements.
Acknowledges, maintains, and accounts for all
communication through suitable documentation and
meeting minutes.

6. Utilizes test automation tools and techniques.
Provides consulting expertise for the division regarding
the use of these tools.

7. Assists with and/or supports user acceptance test
cases, as required. Works closely with the
development team to test, resolve, follow-up, and
retest defects and other issues.

Technical Skills:

We are seeking a Senior Quality Assurance Analyst
(QA) contractor, with excellent interpersonal and
communication skills, to work on projects related to
gathering and analyzing public comment.

Technical Requirements:

* Experience with quality assurance (QA) testing of
applications; ability to identify defects, track resolution
of problems, and retest defect corrections
* Strong SQL skills (MS SQL Server)
* Experience in data analysis and querying
* Experience with developing and executing test
plans/scripts
* Experience with software quality assurance
* Working knowledge of a system development methodology.
* Experience with automated testing tools
* Experience in technical writing, system documentation
and operating procedures
* Understanding of data warehouse and data visualization
concepts.

Competency Requirements:

* Excellent oral and written communication
* Excellent troubleshooting and analytical skills
* Detail-oriented, punctual, and proactive in completing
assigned tasks

Highly preferred:

* Experience with FISMA compliance
* Experience with gathering user requirements
* Experience with SharePoint or another similar document
collaboration platforms


Other requirements/Information:

* Work location: Washington D.C. This is a non-telework
position. However, Due to the COVID-19 outbreak,
full-time telework option is offered until further notice.
