The Chief Financial Officer (CFO) will oversee the financial operations of the organization.
Essential Duties and Responsibilities include the following.
STRATEGY, PLANNING AND MANAGEMENT- Assess and evaluate financial performance of the center with respect to long-term operational goals, budgets, and forecasts.
- Develop, supervise, and coordinate all efforts to attain maximum third-party reimbursement including capitated and value-based arrangements.
- Explore new investment opportunities and provide recommendations on potential returns and risks.
- Maintain banking relationships and strategic alliances with vendors and business partners.
- Develop appropriate key performance indicators to monitor and drive the financial performance of the center.
- Preparation of annual organization budget as well as individual grant budgets; coordination of all department budgets; monitor department budgets with all department heads throughout the year to ensure that expenditures adhere to legal and budgetary requirements.
- Present the current fiscal situation to the audit/finance committee of the health center’s Board of Directors.
- Lead complex negotiations and/or contracting arrangements which require developing a sound business strategy for the financial and legal terms required for such contracting initiatives.
- Lead the research, development, and implementation for new, creative, and potentially complex reimbursement structures.
- Assure contractual arrangements meet financial budgetary targets and legal and/or regulatory compliance requirements.
- Maintain a solid understanding of Medicare and Medicaid reimbursement methodologies for assigned services.
- Conduct on-going assessments of assigned networks and make recommendations for strategic initiatives, goals, and objectives.
- Responsible for systems, policies, procedures, and internal controls necessary to maintain proper records of costs and revenues.
- Overall supervision of Payroll, Accounts Payable, General Accounting, Billing/Accounts Receivable, and Information Systems.
- Oversee month-end close process and monthly preparation of financial statements.
- Oversee fiscal management of all private and public (local, state, and federal) grants.
- Supervise the preparation of all regulatory reports (i.e., FFR, UDS, Medicare, Medicaid, IRS Form 990, etc.).
- Responsible for the center’s relationship with federal and state tax authorities and government regulators (BPHC, regional office, etc.).
- Serve as key point of contact for external auditors. Manage preparation and support of all external audits.
Bachelor's degree in Accounting, Finance or other relevant degree from four-year college or university.
2 or more years of experience in a healthcare related field.
Preferred Job Qualifications:
Master’s degree.
Certified Public Accountant (CPA).
