SUMMARY OF THE ROLE
BCYF, Inc. is seeking an individual to provide direction, leadership, and management for BCYF, Inc.'s youth-centered, community accountable, racially equitable evaluation and learning framework and strategies. 

Rooted in a Black liberatory framework, BCYF, Inc. supports grassroots organizations that serve our children and youth as we seek to transform Baltimore's current philanthropic landscape.

Our ideal candidate has designed and implemented data-informed strategies that advance organizational (and ecosystem) development and has meaningful and relevant experience in leading and managing data scientists and learning practitioners.

We are building a community resource and grantmaking organization for those who have been historically underfunded, disenfranchised and ignored. Because we are a brand-new organization, your experience in collaborative leadership and building teamwork, culture and processes are crucial to BCYF's success. 



ABOUT BALTIMORE CHILDREN & YOUTH FUND, INCORPORATED
The Baltimore Children and Youth Fund, Inc. is a 501(c)(3) nonprofit organization that was created as a dedicated fund to support programs for Baltimore's young people.  The concept of the Baltimore Children and Youth Fund was launched in 2015 by then-City Council President Bernard “Jack” C. Young as a response to the unrest in Baltimore following the death of Freddie Gray while in police custody, an event that sharply illuminated longstanding inequities in public funding in Black communities. In 2016, the Baltimore City Council and voters approved the Fund to receive an annual appropriation of assessed value of all property in Baltimore. Baltimore Children and Youth Fund, Inc. (BCYF, Inc.) was named the permanent intermediary of the Fund. BCYF, Inc.’s budget is approximately $14 million annually, with $2 million in operating expenses and $12 million in direct grantmaking investments.

ABOUT THE ROLE
BCYF, Inc. is seeking its first Vice President of Learning, Evaluation & Data Management (VPLED), responsible for providing direction, leadership, and management for BCYF, Inc.'s youth-centered, community accountable, racially equitable evaluation and learning framework and strategies.  The Vice President will work collaboratively as a member of the executive leadership team with the President, Vice President of Finance & Administration, Vice President of Strategic Investments, and Vice President of Community Engagement & Strategic Partnerships to advance BCYF’s work and identity as a leader and unconventional innovator in social justice philanthropy.

The VPLED leads the learning and evaluation, and data management functions. Reporting to the President, the VPLED provides an active voice in the organization's learning and evaluation designs and implements learning frameworks, information management systems, and technology infrastructure to ensure effective participatory, inclusive, and impactful investment, integrating community engagement and racial equity into all aspects of BCYF, Inc.'s operations, investment strategy, community engagement, and strategic partnerships. This role leads a team of staff and consultants.

The Vice President’s essential functions include:
  • Strategic Planning and Direction: With the President and executive leadership team, co-lead a strategic planning process for the organization that will define the direction of BCYF every three years, starting in FY2022; position BCYF, Inc. to be a model for local impact, as well as state and national replication
  • Leadership and Management: Actively engage and energize Board members, staff, grantees, alumni, partnering organizations, funders, and the community at large, and ensure consistent quality of programmatic excellence, program evaluation, and systems; provide thoughtful and visionary leadership that is equitable, inclusive, transparent, and consistent with BCYF, Inc.'s mission
  • Learning and Evaluation: Lead the development of innovative strategies, frameworks, reporting, and systems for data-informed organizational learning and evaluation of impact -- internally and in the Baltimore grant-making and youth-serving ecosystems; specifically, implement and maintain BCYF, Inc.’s Learning & Evaluation Framework.  This involves maintaining standards for equitable measurement, evaluation, accountability and learning that foster a collaborative learning culture; promote lifelong learning mindsets; design for innovation; advance forward-thinking leadership; and commit to bidirectional knowledge sharing. Intentionally analyze and adapt community accountable and equitable best practices for learning and evaluation and use in support of BCYF’s black liberatory framework; with the Talent and Culture Director (to be hired), develop and implement trainings and retreats to expand the capacity and team-building of senior and team leaders; demonstrate an inclusive culture of giving and receiving feedback to facilitate ongoing learning and organizational development.
  • Data Management: Inculcate a culture of data stewardship throughout the organization, seeing data as a key asset in organizational and ecosystem learning; promote shared accountability for data accuracy, integrity and appropriate use, internally and externally. Oversee the ongoing development of a cohesive data architecture for BCYF and ensure systems are appropriately integrated and are producing the information the organization requires. Develop and implement training to build a data-informed ecosystem that has access to information and context to develop effective methodologies and frameworks in support of BCYF, Inc.’s core audience of youth and youth-serving organizations; intentionally analyze and adapt community accountable and equitable best practices for data management and use in support of BCYF’s black liberatory framework.
  • LED Team/IT Team Oversight: Build, strengthen and coordinate the Learning, Evaluation and Data and IT Team team to work with key staff to understand and operationalize evaluation outcome goals and to use data and technology systems to improve operations in support of those goals. Develop, modify, and socialize data collection, use and sharing policies and SOPs and monitor compliance and quality across the organization. Organize the LED oversight committee/function within the organization. Ensure IT functions including user, software, and hardware management and security protocols support the strategic objectives and compliance requirements of BCYF.
  • Board Support: Support the President in managing the Board to build consensus, offer support and guidance, and thought partnership; attend all Board meetings and provide reports and updates on learning, evaluation and data management; develop Board and staff learning agendas and facilitate engagement that advances organizational learning
  • Ambassadorship: Serve as a spokesperson for BCYF, Inc. publicly at events, conferences, and partnership meetings; ensure high visibility, and identify opportunities for BCYF, Inc. to diversify its revenue sources and cultivate partnerships and collaborations. Conducts research and analysis of related issues including preparation of reports and publications, recommendations and other materials.

ABOUT THE IDEAL CANDIDATE
Combining inspirational leadership and sophisticated management abilities, the successful candidate will have previous experience in a similar role or in a senior leadership position, experience moving an organization through the startup phase, and advancing an organization in terms of culture, capability, processes, and impact. While no candidate will possess every quality, the successful candidate will possess many of the following qualifications, attributes and experiences.

Qualifications:
  • 5+ years of prior experience in a similar or senior leadership role in learning, evaluation and information management at a community-based organization/initiative, nonprofit, foundation, government agency, or related organization
  • Demonstrated skills and experience in culturally responsive and racially equitable  evaluation, facilitating a learning organization, knowledge management, leveraging data as an organizational asset, interpreting IT data management requirements, and creating and implementing IT adoption strategies in  community-based initiatives, nonprofit management, and/or participatory giving, in the context of an organizational learning and development framework
  • Demonstrated knowledge and familiarity with Racial Equity and Inclusion principles; proactively advances outcomes to operationalize equity.
  • Demonstrated self-awareness and emotional intelligence: able to reflect on and describe the impact of one’s own identities—and those of others; able to hear, reflect, act on, and learn from feedback re: identity and equity.

Related Experience:
  • Executive Leadership: history of providing visionary leadership at the executive or senior level
  • Board Relations: Proven experience working with and leading a Board 
  • Racial Equity/Liberatory Practice: experience with navigating the dynamics of institutional racism in ways that effectively challenges the status quo using anti-racist practices
  • Context: Demonstrated understanding of grassroots organizations and the history of philanthropy in America (and Baltimore) and the impact within BIPOC communities. Demonstrated understanding of the environments in which BYCF operates -- political, civic, community, philanthropic, youth-serving ecosystems
  • Evaluation: Demonstrated experience of effectively leading and scaling a performance- and outcomes-based organization
  • Organizational Development: Exceptional organizational and infrastructure development expertise, with an emphasis on recognizing patterns in institutions that might be leveraged to advance racial equity
  • Collective Leadership: Experience creating a leadership culture that allows staff and Board to drive organizational change from ideation to implementation; receive and share feedback and make necessary adjustments
  • Collaboration: Strong ability to work closely with others (internal teams, city officials, Baltimore community, and with external partners) to build collaborative workflow systems and partnerships within a complex organizational structure
  • Infrastructure: Demonstrated experience with developing systems that ensure organizational, fiscal, and fiduciary transparency to the community and effective business operational function.
  • Developing talent: Experience with hiring and further developing talented team members, willingness to develop team members based on their strengths, expertise, and experience
  • Communication: Excellent written, oral, and public speaking skills: strong marketing, public relations, and fundraising experience with the ability to engage a wide range of stakeholders
  • Articulation: Elaborate on what is meant by the statement "Nothing about us without us"; have a strong commitment to racial and economic equity
  • Transparency: Commitment to consistent communication to the community about BCYF, Inc.'s processes, strategy, and future direction
