GSE is currently working with a major client who are looking to hire an HR Specialist - Executive Recruiter.  Must be local to Houston, TX. This is a 12-month long project. Compensation is based on experience.

Role Overview:
Will report to the Regional Talent Acquisition Manager and will be responsible for leading strategic and leadership recruitment for the region. You will partner cross-functionally with business leaders, HR business partners, and other stakeholders to develop search strategies and deliver executive, strategic and hard-to-find talent to the business. Qualified candidates will be well-versed in all aspects of strategic and executive search including creative candidate sourcing, candidate generation and development, client management, and offer negotiation.

Required Qualifications:
• Current AIRS (Advanced Internet Recruitment Strategies) or other related professional certification
• Expert level knowledge in all full life-cycle recruiting components including, but not limited to, sourcing, qualifying, networking, assessing, job analysis, etc.
• Knowledge and experience with behavioral interviewing techniques
• Trained on Talent Acquisition systems & software (SuccessFactors or other applicant tracking systems, Candidate Relationship Management tools, etc.)
• Experience working with global teams and cultures
• Ability to present new recruiting concepts to executive leadership and technical communities
• Ability to handle sensitive and confidential information appropriately
• Strong initiative and excellent judgement

Responsibilities:
• Lead full life-cycle recruitment for strategic, executive, and hard-to-fill positions including sourcing, pre-screening, interviewing, and offer negotiation
• Develop unique and robust search strategies across a variety of functions and disciplines including research to identify specific target companies and talent based on needs
• Develop talent prospects into active candidates through effective candidate engagement and evaluation
• Build out talent networks and leverage recognized industry sources to develop external talent pipelines
• Provide strategic guidance and advice to business leaders and other stakeholders on talent market and search strategies
• Identify and build relationships with strategic talent in the industry
• Maintain and update Bechtel’s Applicant Tracking System, SuccessFactors, with timely and accurate candidate status information
• Maintain efficient and effective communication with candidates, business leaders, HR Business Partners and other stakeholders


Basic Qualifications:
• Bachelor’s Degree in Business, Marketing, Human Resources, Organizational Development or related field plus 8 years of related professional experience OR 12 years of related professional experience in lieu of degree
• Knowledge of relevant employment laws & compliance requirements
• Significant experience with full life-cycle recruiting including familiarity with high volume and fast paced environments
• Prior experience in passive sourcing techniques and assessing talent
• Prior experience recruiting for executive, hard-to-fill, or niche positions
• Demonstrated ability to recruit for strategic and hard-to-fill roles on a national level
• Strong external/internal networking and collaboration skills
• Understanding of Talent Acquisition best practices
• Strong communication, relationship management, analytical and critical thinking skills
• Demonstrated understanding of functional organizations, matrix structure and organizational culture
