The Senior Program Manager will provide Supervision of Best Start Communities Program Manager which includes management coordination and effective implementation of the scope of work (SOW) as outlined by the funder. Direct oversight by Senior Program Manager will include the full range activities identified to assist communities in meeting core objectives and goals. The Senior Program Manager is accountable for implementation and development of the strategic operational needs of contracted Best Start communities which will include interdepartmental collaboration with communications, public affairs, family engagement, training and staff.

Maintains positive relationships with all CHILD360 internal and external contacts through professional honest interaction. Responds to requests quickly and professionally recognizing that a request serves an organization and/or community need.

Daily tasks include the supervision of activities of the BS Community Promoters which includes:
  • Development of a thorough understanding of assigned BSC needs, including tasks not directly involving day-to-day project management
  • Sharing of best practices to assist in management, and service delivery to other BSC communities
  • Management of community projects or campaigns from brief through delivery. Act as hub of information for public affairs, training coordinators, research and evaluation, and communication
  • CP acting as BSC lead in implementing the community SOW, synthesizing details, and moving the project forward
  • Ensuring contracted work begins with appropriate and needed information as well as appropriate team members
  • Development of  a BSC work plan and overall timeline; identify and resolve potential scheduling issues
  • Obtains contract status and effectively and proactively communicates next steps weekly in alignment with work plan
  • Informing and controlling of internal workflow; tactically manage day-to-day operations. Understands how the SOW details impact overall positional responsibilities. Forecast next steps to meet major milestones
  • Ensuring involvement of appropriate interdepartmental team members during each project phase
  • Documenting and communicates implications if deadlines are missed or processes are not followed. Adjusts plan so Best Start community contracts stays on track
  • Facilitating creative development process, including preparing for creative presentations to BSC
Direct Responsibilities include:
  • Provides monthly summaries of activities in BSC.
  • Identifies and effectively responds to RN issues and recommend solutions
  • Shares LN information and status regularly with Director of Community Engagement
  • Routes work for internal approvals. Ensures clarity of communication during routing process. Supplies appropriate backup. Maintains information files
  • Ensures BSC team is following agency and RN processes
  • Sets up and/ or attends internal BSC status meetings as well as Regional Network and First 5 LA meetings   
  • Coordinates with research and evaluation for design and measurement of contractual outcomes
Physical Duties
  • Physical duties related to multiple exhibits. May be expected to carry and/or lift boxes up to 50 lbs.
Other Duties
  • Other duties as assigned.

Knowledge and Skills Requirements: 

      Knowledge: 
  • Knowledge of business vocabulary and composition of business documents
  • Working knowledge of correct English grammar, spelling and punctuation; ability to communicate effectively, both verbally and written
  • Ability to learn and apply routine office policies and procedures
  • Proficiency in Microsoft Word, Excel, Power Point, and Outlook
  • Strong interpersonal skills for interfacing with staff, providers and stakeholders
  • Strong problem-solving and organizational skills. Must be detail-oriented, flexible, and decisive with excellent customer service skills
Requirements/Skills: 
  • Ability to Supervise subordinate staff, assertively and effectively manage tasks and benchmarks identified in the Best Start contract
  • Monitor and possess an increased awareness of resources needed to achieve objectives.  Tracks issues and work with Best Start Communities (BSC) and contractor(s) to manage impact on BSC efforts
  • Possesses multi-disciplinary project management experience: contract oversight, collaboration management, public speaking, training and capacity building, and fiscal oversight
  • Ability to drive multiple streams of work in all BSC communities concurrently while meeting deadlines and maintaining proper documentation
  • The ability to be able to speak to various groups such as community residents, parents, and community based organizations
  • Ability to represent the organization and community to a range of people, from entry-level to upper management and Leadership
  • Ability to enforce and champion agency processes and best practices in alignment with BSC goals
  • Ability to work independently to tackle problems and generate solutions
  • Ability to maintain focus under pressure and keep a positive demeanor
  • Maintain high standards for work and behavior; accountable and dependable
  • Ability to be thorough and direct and to show rigor in the execution of the PM role
  • Able to work extended hours, including weekends, as needed
  • Ability and willingness to travel to attend and participate various BSC meetings
  • Must have a valid California Driver License and appropriate levels of automobile insurance
 
Required Field/Travel: Up to 70%.  Ability to be flexible as position may require evenings and weekend availability.

Preferred Experience: 4 -6 years of program management experience in a service oriented organization

Formal Education:  Bachelor’s Degree in Public Administration, Education, Community Engagement or a related field required. Master’s degree preferred

Language proficiency: Proficient knowledge of English grammar required.
