Position Description
THIS POSITION IS CONTINGENT UPON CONTRACT AWARD

The Program Manager will support the Department of State, Foreign Service Institute (DoS/FSI) by providing oversight of a broad range of program support and professional service expertise necessary to deliver the critical training that FSI delivers.

Responsibilities

  • Inspect services to include inspection and monitoring of contractor staff hours and services, utilizing spot checks and other methods at all places of performance.

  •  

  • Prepare and send Semimonthly Attendance & Leave Report to the FSI Contracting Officer Representatives (CORs) to verify the schedule and hours worked of each contract employee in the prior week

  •  

  • Prepare and send the FSI Contracting Office (CO) a Monthly Status Report (MSR) no later than the fifth business day of the following month

  •  

  • Work closely with the FSI CO to ensure effective and uniform contract administration as appropriate across FSI’s Schools and Center

  •  

  • Assist FSI CO in mapping program vacancies and needs to applicable contract labor categories

  •  

  • Track vacant/open positions, and facilitate the screening and replacement of backfill positions, ensuring all candidates are appropriately qualified prior to submission to the COR for candidate screening

  •  

  • Act as primary point of contact and liaison between the Contractor Company and FSI COR. Coordinate with COR/ ACOR/GTM to provide appropriate technical and procedural direction to contractor staff

  •  

  • Monitor performance of contractor staff

  •  

  • Provide coaching, mentoring, counseling direction, etc. to contractor staff when issues require intervention

  •  

  • Meet with CO, COR, ACOR, or GTM as needed regarding contractor performance and conduct, planning, and status updates

  •  

  • Maintain schedules of all contract staff, on a spreadsheet/document that can be shared with the Government as needed and provides approval for schedule changes in conjunction with the applicable COR, ACOR, or GTM. Inform the CO, COR/ACOR of all issues requiring Government attention

  •  

  • Implement and enforce Government and contractor company policies with contractor staff. Facilitate the badging and onboarding of new contractor staff and the escort of new staff to security briefings, as appropriate

  •  

  • Other duties as assigned


Education/Certification

  • Bachelor’s Degree in Business Administration or a related academic discipline

  •  

  • Project Management Professional (PMP) Certification

  •  

  • Minimum five (5) years of experience managing a federal contract workforce of comparable size (150+) or six (6) plus years of progressively increasing management responsibilities in a government agency setting

  •  

  • Demonstrated experience managing federal contracts more than $5 million annual expenditure

  •  

  • Experience administering or managing contract(s) subject to the Service Contract Labor Standards (SCA) and the Fair Labor Standards Act.

  •  

  • Demonstrated contract management experience in an educational or training context with an emphasis on adult learning (preferred)

  •  

  • Prior experience with the Department of State (preferred)

Secret clearance is preferred, but not required for this position

Travel Requirements
Occasional travel required
