Job Description:
ExoAnalytic Solutions is seeking an exceptionally talented FSO Security Specialist with a solid understanding of industrial security administration in a Special Access Program (SAP) environment. The candidate will lead a team, providing program and personnel security support at multiple facilities and customer locations. The candidate will have a thorough understanding of SAP security regulations as defined in the National Industrial Security Program Operating Manual (NISPOM), Department of Defense Manual (DoDM) 5205.07 series, DoDM 5105.21 series, Joint SAP Implementation Guide (JSIG), and the ICD-705 Technical Specification. This position requires a subject matter expert in security policy and procedure implementation. The candidate will ensure clear, timely, and effective communications between all security personnel and government security counterparts.
  • Perform duties related to the role of Facility Security Officer (FSO) Contractor Special Security Officer (CSSO)/Contractor Program Security Officer (CPSO).
  • Mentor junior team members
  • Oversee all security functions and ensure communication between security personnel
  • Have a full understanding and application of guidance for all security functions in accordance with NISPOM, DCIDs, ICDs, and other applicable security directives
  • Familiarity with the management and implementation of security directives relating to the DoD customer personnel and physical security programs, the NISPOM, and customer specific security manuals
  • Verify clearances, support investigations, and facilitate visitor access
  • Develop security briefings/debriefings and maintain security education program.
  • Establish, accredit, and maintain a Sensitive Compartment Information Facility (SCIF)
  • Develop and implement security documentation including program protection plans, SCIF/Closed area accreditation plans, and managed access plans
  • Review and ensure maintenance of DD-254’ for prime and subcontracts
  • Maintain all security documentation and databases in accordance with government requirements
  • Manage and maintain Communications Security (COMSEC) account
  • Develop, prepare, and implement local Standard Operating Procedures (SOP), Operations Security (OPSEC) Plans
  • Implement a media control program in accordance with JSIG requirements
  • Conduct and/or participate in internal reviews and government inspections
  • Investigate security infractions/violations and prepare reports and ratifications
  • Collaborate and assist the ISSO / ISSM on implementation of JSIG requirements
The ideal candidate will be self-sufficient and must be able to adapt quickly to priority changes. The candidate will also possess the following:
  • Must have a favorably adjudicated T5 / T5R in the last six years and eligibility for a TS//SCI clearance.
  • Must be able to obtain and maintain all accesses as required by the programs
  • US CITIZENSHIP REQUIRED
  • Experience supporting SCI and SAP security programs
  • Supervisory/management experience with direct reports
  • Basic knowledge of other security roles: ISSM, ISSO, CPSO, CSSO, System Administration
  • Experience with COMSEC Management 
  • Experience verifying security clearances and supporting the background investigations
  • Experience in implementing and applying Security Classification Guides
  • Experience conducting staff security briefings and debriefings
  • Experience managing classified information and multi program facilities
  • Experience implementing security policy and procedures to ensure compliance with the National Industrial Security Program and other government security regulations
  • Working knowledge on the following DoD Manuals, DoD Instructions, and other related security manuals:
    • IC Tech Specs for ICD/ICS 705 – Construction and Management of Sensitive Compartmented Information Facilities (SCIFs)
    • DoDM 5105.21 – Sensitive Compartmented Information (SCI) Administrative Security Manual
    • DoDM 5200.01 – DoD Information Security Program
    • DoDM 5220.22 – National Industrial Security Operating Manual (NISPOM)
    • DoDM 5205.07 V1-4– Special Access Program (SAP) Security Manual
    • DoDI 5205.11 – Management, Administration, and Oversight of DoD Special Access Programs (SAPs)
Preferred Qualifications include:
  • Professional Certification in Industrial Security
  • Experience with SIMS and DISS databases
  • Working knowledge of Joint SAP Implementation Guide (JSIG)
  • Familiarity with SSC\ECZ
