Description
The Manager, Rates & Regulatory is responsible for leading the company through the coordination of regulatory rates and collaborating with accounting, finance, and the regulatory department for the preparation of all schedules and documents required to file all necessary filings with regulatory agencies. The Manager, Rates & Regulatory is also charged with handling quarterly and annual statistical reports for all government agencies and as needed for the management team.

RESPONSIBILITIES/ESSENTIAL FUNCTIONS:
  1. Plans for and manages the process for completion of various regulatory and data driven reports or rate filings, including relevant documentation for all such filings.
  2. Partner with finance, accounting, and regulatory departments to ensure the regulatory requirements are met timely and accurately.
  3. Analyze trends in certain regulatory related functions within the company.
  4. Plan, coordinator, and lead all required rate filings.
  5. Ensure reports comply with governmental and regulatory agency filing requirements.
  6. Coordinate regulatory reporting matters with other departments, including various jurisdictional locations and divisions.
  7. Provides support for rate related filings for Company’s interstate and intrastate pipelines before the Federal Energy Regulatory Commission (FERC) and other regulatory agencies.
  8. In cooperation with other departments, create and execute strategies for enhancements to the planning, record keeping, and reporting of all regulatory information.
  9. Collaborate with all necessary departments to develop a company-wide regulatory strategy.
  10. Act as a witness in any and all regulatory proceedings as necessary.
  11. Interact and cooperate with Commission staff and any consultants or outside stakeholders regarding regulatory applications. Respond to questions, including but not limited to technical in nature, regarding the regulatory filings.
  12. Ensure the Company has proper standards and processes for the retention of records.
  13. Build and maintain various models and standard templates for distribution within the Accounting, and Finance teams to use for ensuring quality, accuracy, and a focused analytic review.
  14. Coordination and preparation of quarterly reports and reconciliations.
  15. Significant data extraction, ad-hoc reporting, and project-based analysis.
  16. Maintain confidentiality in all matters related to personnel and company information &/or transactions.
  17. Identify non-value-added processes within the department and seek solutions.
  18. Participate as a key contributor in assessing potential investment projects and opportunities using capital budgeting techniques.
  19. Develop data visualizations using excel and share insights with stakeholders.
REQUIRED QUALIFICATIONS:

Education/Experience:
  • Bachelor’s degree in accounting, business, finance or other related field
  • Minimum 7 years of applicable work experience in accounting or finance, and/or a regulatory related role
  • Highly proficient user of Microsoft Excel and PowerPoint
  • Demonstrate an appropriate understanding/working knowledge of RRC regulations, codes, and guidelines.
  • Understanding and working knowledge of the Federal Energy Regulatory Commission (FERC)
