Job Purpose
Responsible for assisting General Counsel on all internal and external legal aspects of Institute work, as well as the public policy function of the organization—translating IBHS science into public policy action at federal and state level to prevent avoidable suffering, strengthen our homes and businesses, inform the insurance industry, and support thriving communities.

Legal
• Assist the General Counsel in serving as in-house lawyer, using outside counsel as appropriate for a full range of Institute legal needs. Legal landscape covers a wide range of issues, including antitrust, contracts, human resources, intellectual property, liability, tax.
• Review and provide legal guidance on contracts and legal documents as presented by internal and external stakeholders.
• Work with IBHS teams to develop legal strategies to undergird advancement of IBHS’ mission, programs, and Disaster Safety Strategy.
Public Policy
• Collaborate with and building relationships with coalition partners in the resilience community, as well as relevant policymakers at the federal and state level, to bring IBHS expertise to bear on key federal and state policies, programs, initiatives, and incentives for resilience.
• Draft regulatory comments, testimony, white papers, research reports, and other public policy documents on key federal and state issues consistent with IBHS mission and Disaster Safety Strategy.
• Monitor federal and state legislative/regulatory activity related to IBHS mission and provide recommendations on priorities and parameters for IBHS involvement.
• Represent IBHS in public policy conferences, forums, and meetings to build awareness of IBHS science, programs, and the objectives of the IBHS mission and Disaster Safety Strategy.

Knowledge, Skills & Abilities
Education/Experience – Law degree; four to six years of practicing law. Insurance industry and/or public policy experience in the resiliency space desired but not required.
Presentation Skills – Ability to deliver information to varied audiences and impart knowledge transfer. High levels of charisma or ability to work the audience to ensure high engagement.
Language Skills – Superior ability to: 1) read and comprehend legal, statutory, and regulatory documents; 2) write clearly without grammatical or typographical errors; 3) effectively present information in one-on-one and small/large group situations including IBHS teams, member companies, external stakeholders, and public policymakers.
Integrity and Confidentiality – Keen awareness of high level of sensitive information, unwavering commitment to confidentiality; ability to be viewed as resource to management team and employees alike.
Conflict Management and Negotiation Skills – Ability to navigate, negotiate and resolve tough issues. Can deal with intense emotions or deeply held beliefs; ability to deescalate controversial topics or conversations; desire and approach to achieve a win/win resolution if possible.
Computer Skills – Proficiency in Microsoft Office products and virtual communications tools. Understanding of cyber security risks and critical importance of risk reduction.
Working conditions
Work is performed indoors, climate adjusted with mild noise and light fluctuations. Typical office environment where desks, rolling chairs, supply boxes, etc. may present an occasional hazard.
Overnight travel demands are variable and can approach 10% to 25% of time in a given year.
Physical requirements
• Sedentary work - Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.
• Visual Acuity – close visual acuity to perform an activity such as computer typing, extensive reading, preparing and analyzing reports, documenting minutes of a meeting.
• Hearing - Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discriminations in sound.
• Talking - Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
• Sitting - Particularly for extended periods of time.
