@Orchard LLC is supporting a fast-growing Federal Contractor in need of experienced Mid and Senior level Project Analysts to support a mission to reduce cyber risk by being the Nation’s flagship for cyber defense, incident response, and ensuring the resilience of nationally critical functions by delivering capabilities including technology, information, and analytics to support risk reduction. The ideal candidate for this work will have experience with transformational organization change management. This job is considered Hybrid, work to be performed on- site in Arlington, VA with some ability to telework. This is the opportunity to join a talented team. 

DUTIES:

  • Oversee process to ensure constant situational awareness of the status of agreements and ensure there is no lapse in agreement coverage.
  • Develop, track, and maintain metrics.
  • Collaborate with stakeholders and functional leaders to identify, capture, and collect data requirements.
  • Develop a strategic approach to establishing relationships and partnering with key cybersecurity partners.
  • Maintain a comprehensive understanding of US Government cyber-related policy and strategic decisions that will influence planning efforts.
  • Coordinate with partners to ensure both sides are aligned as to the status of agreements.
  • Develop strategic documentation, communications, and plans that identify agency approach to programs and functional areas.
  • Conduct program assessment and analysis to streamline administrative processes and enhance team operations to improve program efficiency.
  • Track and document branch activities, accomplishments, and deliverables on a weekly, monthly, quarterly, and annual basis.
  • Contribute to the development of workflow documentation (e.g., standard operating procedures, work instructions).
  • Establish and maintain an effective structure for information management and sharing with appropriate stakeholders.
  • Develop and maintain the internal platform and databases used for collaboration of information.
  • Develop and execute partner engagement, portfolio management, outreach, event management and information/infrastructure management operational best practices, processes, protocols, and policies.

REQUIRED QUALIFICATIONS:

  • Education + Experience: 

  • Minimum of a bachelor’s degree from an accredited college or university
  • 3-5 or more years’ experience utilizing various frameworks (Agile project management, ITILv4, Lean-Six-Sigma, SAFe or similarly structured methodologies) to help track, plan, and support projects throughout their entire lifecycle.
  • 3-5 or more years’ experience creating reports, and various collateral used to brief senior executives from both the private and public industries.
  • Familiarity with organizational change management
  • Security Clearance 

  • U.S. citizenship 
  • Active Top Secret/SSBI (preferred); Must be eligible for TS / SCI 
  • DHS EOD 
  • Desired:

  • Experience working with or within DHS cyber or infrastructure security related organizations desired.
  • DoD cyber Ops planning training
  • Experience coordinating with interagency partners
  • Active DHS EOD/Suitability
  • Certifications: PMP/PMBOK,Agile,ITIL4, Lean Six Sigma yellow or green belt 
  •  
  • Demonstrated experience identifying opportunities for improvement and increasing overall efficiencies from both a processes and resources perspective.
  • Proven ability and experience negotiating and influencing within direct authority, leading to “win-win” situations.
  • Excellent verbal and written communications
  • Highly proficient in Microsoft office suite and Adobe products
