Summary

Individual assists the Government’s NAVWAR 4.3 Logistics/Supply Chain Management (SCM) Manager by providing programmatic, analytics, and administrative services in Integrated Logistics Support (ILS) primarily in the area of Operating Materials and Supplies (OM&S).  These services will include the reviewing and updating policy documentation, participating in daily/weekly meetings and telcons across the NAVWAR Enterprise, and developing programmatic type material such as presentations, metrics, and policy documentation.  

Essential Duties and Responsibilities
  • Conducts independent data analysis reports / metrics to support SCM, OM&S, and other Logistics-related areas using tools such as: MS PowerPoint, MS Excel, MS Word, Jupiter, Qlik, Databricks, etc.
  • Builds system requirements and conducts User Acceptance Testing (UAT) with NAVWAR 1.0 and Echelon 1 development teams to support automation of OM&S analytics deliverables.
  • Compiles ad-hoc research on Logistics stakeholders, new security classification guides, and other high-priority audit risk activities set by Deputy Command Property Officer (DCPO).
  • Reviews and independently analyzes all types and levels of Logistics related Navy policy documentation, SCM, OM&S, GFM, GFP, NC3 spare parts, and other logistics related functional areas.    
  • Generates and/or updates NAVWAR policy documentation and/or instructions related to logistics, SCM, OM&S, GFM, and other related logistics areas.    
  • Participates in various levels of meetings, working groups, telcons, etc. associated with assigned support areas.  These meeting may include the following commands across the Navy, SECNAV, OPNAV, NAVSUP, NAVSEA, NAVAIR, NAVWAR, NIWC LANT/PAC, other logistics related organizations.
  • Generates meeting announcements, agendas, minutes, and maintains action items for any of these meetings, working groups, and/or telcons.

Required Qualifications
  • Eight (8) years of experience in Navy Logistics afloat or ashore and familiarity Navy logistics processes and/or procedures. 
  • Knowledge and experience with the DOD/Navy ILS policies, processes, procedures, standards, and tools.
  • Experience conducting independent research and analysis of data, and generating coherent recommendations; ideally associated with ILS/SCM services and/or government parts and/or material.
  • Strong experience developing briefing material using MS PowerPoint and MS Excel
  • Individual needs to be a self-starter, able to work effectively on an individual basis and/or as part of a team; requires limited to no supervision.
  • Excellent English communication skills both verbally and written, and experience with standard Navy acquisition terminology.
  • Individual must have a sound working knowledge and experience with Microsoft Office applications, e.g., Outlook, Word, PowerPoint, etc.
  • Individual reports to an exempt onsite Government Manager responsible for all personnel working in NAVWAR 4.3.2.
  • Must be able to successfully pass the required pre-employment screenings.
  • SECRET Security Clearance (required).

Desired Qualifications
  • Bachelor’s Degree (two years of DoD ILS experience may be substituted for each year of college).
  • Experience working at and/or with NAVWAR, PEO C4I/EIS, NIWC PAC, and NIWC LANT.
  • 6+ years of Navy ILS experience, ideally at NAVWAR, PEO C4I, and/or NAVSEA.
  • Experience with data extraction and processing of large data sets with following tools: MS Excel, Jupiter, Databricks, or Qlik, etc.
  • Experience with building system requirements or developing code for following tools: MS Excel, Jupiter, Databricks, or Qlik, etc.
  • 3 years of working with Navy Enterprise Resource Planning (Navy ERP)
  • Working knowledge of the Accountable Property System of Record (APSR) database.
  • Working knowledge of the Financial Improvement and Audit Readiness (FIAR) processes and guidelines.
  • 3 years of knowledge and experience with Navy C4I programs.
  • Experience with NAVWAR/PEO Acquisition Program Offices (“100 Club”) and Integration Program Offices (“700 Club”).

Pay Range
$72,800.00   Annually to $95,000.00   Annually
