Description
The System Operations Engineer will develop construction plans, written specifications and budget estimates for the planning, construction, installation and relocation of gas distribution and transmission facilities for system improvement projects, regulator and meter stations, customer related line extensions and meter setups, system renewal projects and pipeline integrity projects. Assists with generating, maintaining and updating computer-based Flow Analysis Model of the Centric gas system and integrity management program tasks.

RESPONSIBILITIES/ESSENTIAL FUNCTIONS:
  1. Direct responsibility for production of construction plans and permitting.
  2. Prepares written justifications for construction projects.
  3. Manages consultants on assigned projects.
  4. Specifies and initiates the purchase of non-standard materials and associated services.
  5. Monitors and manages maintenance and construction projects and conducts acceptance pressure tests on newly constructed pipelines.
  6. Researches and interprets various regulatory codes to ensure compliance of gas system.
  7. Researches and evaluates new materials and technologies for potential applications in the gas system.
  8. Monitors the performance and analysis of data associated with gas distribution and transmission systems and assists with compilation of information for regulatory and company reporting, benchmarking, and process development requirements.
  9. Identify the scope of facilities for business development projects and work with operations and/or engineering to prepare cost estimates.
  10. Develops and updates design, construction, operation, and maintenance standards process and procedures for the Gas Business Unit.
  11. Assists in developing capital budgets.
  12. Troubleshoots problem areas.
  13. Develops and utilizes computer models of the gas systems for the purpose of developing design criteria for projects and maintaining and updating the long-range growth, emergency operating plans or developing pressure operations.
  14. Assists with Gas Transmission & Distribution Integrity Management Program related tasks.
  15. Utilizes computer-based Flow Analysis Software to assists with generating, maintaining and updating the gas system model.
REQUIRED QUALIFICATIONS:

Equivalent Education/Experience:
  • Bachelor's degree in Civil, Mechanical, Chemical, or Electrical Engineering in gas pipeline design and/or operations.
  • Experience using Synergi software
  • 2-6 years of related experience
  • Excellent written and verbal communication skills
  • Detailed and in-depth understanding of local codes and regulations
Knowledge, Skills and Abilities:
  • Strong technical skills including the of and proficiency in AutoCAD
  • Understanding of Texas RRC regulatory requirements pertaining to natural gas utility and transmission operations.
  • Proficiency in the use of computer software programs, including spreadsheet, word processing, database, notepad, and PDF applications.
  • Effective interpersonal skills with the ability to work with personnel at all levels, both within and outside the company.
  • Ability to work on multiple projects simultaneously.
  • Highly organized and attentive to detail with excellent follow-through skills.
  • Travel up to 25% to client meetings and project sites.
Preferred Qualifications:
  • EIT & PE certifications
  • Basic experience with gas distribution or gas transmission systems
  • Technical writing experience or college course work in technical writing
  • Experience with Computer Aided-Drafting systems and Bentley MicroStation software
  • Familiarity with ESRI GIS software and Arc FM Designer software
  • Experience with SAP and Work Manager software
  • Civil or gas pipeline design and construction experience
  • Basic experience with Synergi gas flow analysis model
