Description
Support facility commissioning of all five (5) Critical Systems. Provide the following commissioners with at least 3 years’ experience in managing the following critical systems. Preferred technical disciplines are encouraged but not required.
HVAC: Provide two (2) commissioners. Preferred with degree in mechanical engineering.
• Waterfront: Not required.
Roofing: Provide two (2) commissioners. Preferred with degree in architecture or structural engineering.
Electrical: Provide (2) commissioners. Preferred with degree PWS for Officer in Charge of Construction Marine Corps Marianas in electrical engineering.
Fire Protection: Provide one (1) commissioner. Preferred with degree in fire protection engineering.
• On an ad hoc basis, Commissioners shall be requested to investigate and develop reports documenting issues related to commissioning within their discipline or critical system and provided technical opinions identifying findings, root causes and recommended solutions.
• Cradle-to-grave involvement in the pre-award. Attend design charrettes and review all stages of design documents to ensure that commissioning lessons learned, and location specific best practices are incorporated into designs documents prior to award. Commissioners will have to gain access to Dr. Checks which is the NAVFAC preferred system for capturing design review comments.

Commissioning Services:
- Have demonstrated recent experience in similar scopes of work for facilities in environments similar to work in and around the Pacific Ocean area (Pacific Area of Responsibility includes but is not limited to Hawaii, Guam, CONUS Pacific NorthWest, Tinian, Japan, CONUS Pacific SouthWest). Provide a maximum of 3 completed, relevant projects along with a description of correlated commissioning support services rendered.
- Have current LEED certification or certification that meets LEED requirements of other governing agencies responsible for a specialty area (i.e., Fire Protection systems, elevators, boilers etc.).
- Have demonstrated technical competence clearly shown through participation on prior contracts with U.S. Government entities.
- Have demonstrated past performance with regards to cost control, quality control and compliance with performance schedules.
- Be certified as a commissioning professional by the Associated Air Balance Council (AABC) Commissioning Group (ACG), the Association of Energy Engineers (AEE), the American Society of Heating, Refrigeration, and Air Conditioning Engineers (ASHRAE), the Commissioning Process Management Process Management Professional (CPMP), the Building Commissioning Association (BCA), the National Environmental Balancing Bureau (NEBB), or the University of Wisconsin - Madison (UWM).
- Provide documentation for verification purposes, and must contain education, experience and management representations and demonstrate performance of the required services on at least two Commercial and Institutional Building Construction projects similar in size and type to the construction projects anticipated under this contract.
- Sound understanding of construction concepts, principles and practices applicable to multi-disciplined engineering projects and the design, layout, and supervision of construction operation.
- Thorough knowledge of construction practices and methods and construction management skills.
- Provide satisfactory proof of U.S. citizenship. (U.S. or naturalized).
