Description
The Program Coordinator shall perform independent support services to satisfy the operational objectives of
the Guam Program Management Office (GPMO). The primary objective is to provide contractor services
and deliverables through the performance of program coordinator services duties as the subject matter expert
(SME) in program information management.


Program Coordinator Information Manager 
  • Be a United States citizen.
  • Be a graduate of an accredited college curriculum (four [4] year degree minimum).
  • Have a minimum of five (5) years program scheduling experience performing tasks identified herein is desired, but less is acceptable with emphasis on relevant experience.
  • Have a minimum of five (5) years’ recent experience using Primavera’ s P6 or Microsoft Project 2010+ scheduling software on construction projects valued at least $3-5M. Value here is defined as construction project value.
  • Have a minimum of five (5) years’ experience in working with Engineering or Architectural disciplines and shall have a basic understating of engineering, architecture and construction trades.
  • Have at least five (5) years’ experience generating and maintaining Integrated Master Schedules for large construction programs consisting of multiple phases and varied project scopes.
  • One (1) year of specialized experience in performing the tasks identified here in for Capital Improvements related projects for NAVFAC or Corps of Engineers or Department of Defense projects is desirable but not required.
  • Have demonstrated the ability to go between Microsoft Project and Primavera when analyzing and integrating schedules. Most projects in pre-award have their schedules in Microsoft Projects.
  • Have demonstrated the ability to communicate effectively in English both orally and in writing.
  • Have demonstrated experience in preparing correspondence, written reports, and in briefing management personnel.
  • Have demonstrated knowledge and experience sufficient to independently develop creative, technically
  • sound solutions to problems not remedied by standard, pre- defined processes.
  • Have demonstrated the ability to communicate and work effectively with other governmental professionals, client representative of various backgrounds and experience bases (including senior civilian, military, SES and Flag level), contract management and labor personnel and others as necessary.
  • Have demonstrated the ability to guide, motivate, and coordinate the work of professionals in a matrix organization (one in which there are multiple reporting relationships).
  • Have demonstrated the use of effective, constructive, employee and team feedback for the purpose of improving performance, and knowledge of group dynamics, project and program management tools.
  • Have demonstrated advanced project management and leadership skills, such as managing and coordinating multiple large budgets, schedules and contracts.
  • Have demonstrated experience in the use and application of Microsoft Office (Word, Excel, Powerpoint, Outlook, Project, Teams, etc.), Primavera, Costworks, and Success Estimator, etc. Have the ability to adapt to new software such as eCMS may also be necessary.
  • Be capable of the physical exertion required to perform the necessary services such as long periods of
  • standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching, stooping and
  • reaching; climbing upon ladders and other physical activity common to the performance of such duties
  • and have sufficient vision to identify safety concerns.
  • Complete the SF-85-P, Questionnaire for Public Trust Positions. Each task order shall establish necessary
  • base/building access requirements.
  • Be able to travel and possess a passport
