Role Summary: 

The Modeling and Simulation Specialist is responsible for providing predictive performance and capacity analysis platforms, tools, and solutions to support system architecture, performance validation, and optimization. This role involves designing, developing, maintaining, and operating models of "As-Is" and "To-Be" system solutions and deployments, ensuring alignment with DHS guidelines and best practices. The Modeling and Simulation Specialist ensures that all modeling and simulation activities support effective decision-making and strategic planning. 

Responsibilities: 

  • Modeling and Simulation Solutions: Develop and implement modeling and simulation solutions for system architecture performance analysis, validation, and optimization. 

  • Performance Analysis: Provide solutions for application-server performance, capacity analysis, and network performance and capacity analysis. 

  • Reliability and Availability: Conduct system reliability and availability analyses, providing insights for system workload representation and optimization. 

  • Predictive Analysis: Equip the program with predictive performance and capacity analysis platforms to support capital equipment acquisition planning and operational policy analysis. 

  • Data Integration: Integrate operational architecture solutions and operational data into modeling and simulation processes and activities. 

  • Documentation: Create, document, and maintain detailed models and simulation tools, including the OBIM and HART Systems Growth Model and Capacity Reference Model Baseline Report. 

  • Stakeholder Engagement: Collaborate with internal and external stakeholders to ensure alignment of modeling and simulation activities with organizational goals and requirements. 

  • Tool Expertise: Provide expertise in modeling and simulation tools and techniques, supporting the creation of materials for informing the government about these tools and their applications. 

Minimum Requirements: 

  • Experience: Over 10 years of relevant experience in modeling and simulation for large-scale IT systems, including experience with performance and capacity analysis. 

  • Technical Proficiency: Extensive experience with modeling and simulation tools and methodologies, and proficiency in relevant programming languages. 

  • Certifications: Relevant certifications in modeling and simulation or equivalent professional qualifications. 

  • Knowledge and Expertise: In-depth understanding of DHS guidelines, system architecture, and performance optimization techniques. 

  • Education: A bachelor’s degree or higher in a relevant field, such as computer science, engineering, or applied mathematics. 

Preferred: 

  • Advanced Technical Skills: Proficiency in additional modeling and simulation tools and software relevant to system performance and capacity analysis. 

  • Data Analysis: Strong background in data integration and analysis, ensuring accurate and comprehensive performance and capacity assessments. 

  • Security Awareness: Understanding of security requirements and best practices related to modeling and simulation, ensuring compliance with relevant security standards. 

  • Project Management: Ability to manage and coordinate modeling and simulation activities across multiple projects, ensuring timely and accurate implementation of simulation solutions. 

  • Communication Skills: Strong written and verbal communication skills, with the ability to effectively communicate modeling and simulation processes and results to technical and non-technical stakeholders. 

  • Advanced Degrees: A master’s degree or higher in a relevant field, such as computer science, engineering, or applied mathematics. 

  • Certifications: Additional certifications in project management, data analysis, or system architecture. 

  • Strategic Development: Experience in developing and implementing strategic modeling and simulation plans, including technology roadmaps and innovation strategies. 

  • Cross-Functional Collaboration: Ability to work effectively with cross-functional teams, ensuring collaboration and integration of modeling and simulation activities across various technical domains.
