Description
Position Overview
The Site Safety Health Officer (SSHO) is responsible for ensuring the safety and health of personnel on federal military projects. This role involves developing, implementing, and overseeing safety programs to comply with all federal, state, and local safety regulations and guidelines. The SSHO will work closely with project managers, supervisors, and other personnel to ensure a safe working environment and promote a culture of safety awareness. 
This is a travel position that will require approximately 75-80% travel, for extended periods of time.
Key Responsibilities
  1. Safety Program Development and Implementation
    • Develop, implement, and maintain site-specific safety plans, policies, and procedures.
    • Ensure compliance with OSHA regulations, EM 385-1-1, and other applicable safety standards.
    • Conduct risk assessments and hazard analyses for site activities and operations.
  2. Training and Education
    • Provide safety training and education to all site personnel, including new employee orientations, toolbox talks, and specific safety training as required.
    • Develop training materials and ensure all personnel are aware of safety policies and procedures.
  3. Site Inspections and Audits
    • Conduct regular safety inspections and audits of the site to identify potential hazards and ensure compliance with safety standards.
    • Document and report findings, and work with site management to implement corrective actions.
  4. Incident Management and Reporting
    • Investigate all incidents, accidents, and near-misses to determine root causes and implement preventive measures.
    • Prepare and submit incident reports in accordance with federal and company requirements.
    • Maintain records of all incidents, inspections, training, and other safety-related activities.
  5. Emergency Preparedness and Response
    • Develop and implement emergency response plans and procedures.
    • Coordinate and conduct emergency drills and exercises.
    • Serve as the primary contact for emergency response and coordinate with local emergency services as needed.
  6. Communication and Coordination
    • Serve as the primary point of contact for all safety and health-related matters on the site.
    • Coordinate with project managers, supervisors, and other personnel to ensure safety considerations are integrated into all project planning and execution.
    • Communicate safety expectations and requirements to subcontractors and ensure their compliance.
  7. Documentation and Record Keeping
    • Maintain accurate and up-to-date records of safety inspections, training, incidents, and other safety-related activities.
    • Prepare and submit required safety reports to federal agencies and company management.
Qualifications
  • Education and Certification:
    • Bachelor's degree in Occupational Safety and Health, Environmental Science, or a related field preferred.
    • Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), or other relevant certification is highly desirable.
    • Completion of OSHA 30-Hour Construction Safety Training or equivalent.
  • Experience:
    • Minimum of 7 years of experience in construction safety, with at least 3 years in a supervisory role.
    • Experience working on federal military construction projects is highly preferred.
    • Familiarity with EM 385-1-1, OSHA regulations, and other relevant safety standards.
  • Skills and Abilities:
    • Strong knowledge of construction safety practices and regulations.
    • Excellent communication and interpersonal skills.
    • Ability to conduct thorough investigations and root cause analyses.
    • Proficient in using safety management software and tools.
    • Strong organizational skills and attention to detail.
Working Conditions
  • Ability to work in various environmental conditions, including exposure to extreme weather, noise, and hazardous materials.
  • Physical ability to conduct site inspections, including climbing ladders, walking on uneven terrain, and entering confined spaces.
  • Availability to work flexible hours, including nights and weekends, as needed.
