The Facilities Manager provides leadership to the Facilities Department in collaboration with the Director of Facilities and Services and leads planning, utilization, processes and procedures, project management and strategic partnerships for the department. Also supervises centralized administrative support to all facilities (inventory, vendors, asset management, etc.).

Essential Duties and Responsibilities include the following and other duties as assigned.

  • Supports the Director of Facilities and Services to recruit, onboard, and train Facilities staff.  Supervise assigned staff including implementing and appraising performance standards ensuring compliance with Girl Scouts of San Jacinto policies. Provide for maintenance, security, janitorial services, storage and deliveries at all service centers and other properties as appropriate including monitoring service contracts to meet code requirements and safety standards.  Update bids and contracts annually.
  • Develop, maintain and oversee consistent processes and procedures where appropriate across the Girl Scout office and meeting facilities portfolio to support maintenance requests, asset acquisition/disposition, asset tracking, inventory, safety and emergency procedures, management of property management software, utilization reporting, etc.
  • Working with the Director of Facilities and Services, manage major Council capital projects including design, build, construction management, reporting to funders, partnership with the Properties Committee, etc. 
  • Inspects work in progress to ensure that workmanship conforms to specifications and adheres to construction schedules.
  • Contribute to the development of capital and operating budgets and monitor projects and expenditures.
  • Facilitate employee moves and space assignment/planning.
  • Establish and monitor safety and security procedures for maintaining a safe work and program environment as well as emergency response protocols including periodic drills, inspections, code compliance, and safety education and awareness training for Council staff or volunteers as appropriate.
  • Oversee documentation of Council properties including: inventory, equipment and assets, facilities, grounds, replacement schedules, and other asset documentation and ensure accuracy of such documents.
  • Support fundraising initiatives for all facilities through site visits, recognitions and compliance with funding requirements, and assist in development of plans for volunteer engagement in property related activities. Provide support to the Council properties committee and assigned projects and initiatives.
  • Monitor and manage utilities consumption/contracts across all facilities.
  • Develop and administer assigned mission center operating and capital budgets.
  • Maintain current understanding of and provide leadership to some of the Facilities department that aligns with key Council and Girl Scout strategies, initiatives, and programs.
  • Support a collaborative and cross-functional work environment through open communication, collaboration, sharing of expertise, problem solving and support of Council strategies, initiatives and programs. 
  • Serve as resource to staff and volunteers concerning Resource Centers, offices and Scout Houses.
  • Manages daily duties of contract security/reception provider and contract janitorial services.
  • Prepare all requested reports and paperwork in designated time frames.
  • Prepare for and participate in supervisory conferences and staff meetings.

Qualifications: 

  • Bachelor's degree from four-year college or university; or five to ten years related experience and/or training; or equivalent combination of education and experience.
  • Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints; Ability to write speeches and articles using original or innovative techniques or style; Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups and/or boards of directors.
  • The ability to choose the right mathematical methods or formulas to solve a problem.  Prepare, summarize, monitor, and manage a budget.
  • Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Must be proficient in Microsoft Office (i.e. Excel, Outlook, PowerPoint and Word), Microsoft Project, Visio, SharePoint, basic knowledge of Council systems as well as printing and retrieving reports. Experience navigating Intranet and Internet is also required.
  • Valid Texas driver’s license and proof of insurance. Must be First Aid/AED/CPR certified. Maintain ACA membership throughout employment. Electrical/Plumbing preferred.
