Position Summary
Vendor programs are a key component of Moda’s market presence and an ongoing source of business and member value. The Vendor Program Manager is responsible for developing, managing, and maintaining the performance of all vendor programs in the Healthcare Services department. This position will collaborate closely with a wide range of business units, leaders, and other stakeholders to identify and drive key vendor outcomes, in service to strategic and operational business requirements.  

This is a full-time hybrid position based in Portland, Oregon or fully remote for candidates who reside 40+ miles outside of Portland, OR.

Pay Range
$67,822.12 - $84,786.17​​​ salary (depending on experience)
Actual pay is based on qualifications. Applicants who do not exceed the minimum qualifications will only be eligible for the low end of the pay range.

Required Skills, Experience & Education:

  • Bachelor’s degree required in a relevant field.
  • At least five years of work experience in health care or related business experience is required.
  • Training in, and an advanced understanding of, standard program management skills and methodologies.
  • Experience working in a matrixed environment; ability to influence cross-functional teams without formal authority.
  • Strong planning and organizational skills.
  • Strong analytical problem-solving skills.
  • Proven experience working with vendors, managing contracts, and strengthening program performance.
  • Proven ability to translate the needs of various business units into an operational strategy for optimizing the contribution and value of vendor programs.
  • Strong familiarity Microsoft Office suite.
  • Self-starter with high level of self-direction, motivation, and energy.
  • Strong interpersonal and communications skills, both oral and written.

Preferred Qualifications:
  • Formal training or certification in project management or coordination.
  • Proven experience managing medium projects of limited scope and scale, to a successful conclusion.
  • Familiarity with standard risk management practices associated with project or program management; ability to track and manage risks proactively.


Primary Functions:

  • Owns, manages, and is accountable for the performance of all vendor relationships for the Healthcare Services Department, including:
    1. Contract analysis and negotiation.
    2. Define and document vendor deliverables and standard performance indicators.
    3. Acting as the primary internal contact for HCS vendor relationships.
    4. Ongoing analysis of vendor value as measured in ROI, member participation, quality standards, and other established metrics.
    5. Plan and implement new vendor programs or other projects to enhance vendor value to Moda members or internal stakeholders.
    6. Holding vendors accountable for contracted outcomes; interceding on behalf of Moda members or internal stakeholders whenever vendor programs fail to meet expectations.
  • Develop, manage, and organize all vendor-related project documents, including policies, procedures, processes, reporting templates, and workflows.
  • Responsible for ensuring that vendor programs are compliant with and supportive of NCQA standards and quality requirements.
  •  Collaborate with sales and account services, medical informatics, marketing, regulatory, product development, and other internal departments to ensure business requirements and performance expectations are met.
  • Leverage vendor value by translating strategic and operational business needs into proposals for how existing or potential vendor programs could strengthen population health operational performance and member outcomes, including quality measures and performance guarantees.
  • Coordinate with other department stakeholders to assess vendor performance, quality measures, and population health impact and opportunities.
  • Champions companywide awareness and understanding of vendor programs through regular and ongoing descriptions, updates, and performance reports on vendor programs and related developments.
  • Participates as an active member of the Population Health Management Team in various meetings, discussions, and committees, related to vendor relations, quality improvement, and the development of performance measures.
  • Responsible for coordinating other projects for Population Health and other Healthcare Services teams as required.
  • Perform other duties as assigned.

Working Conditions & Contact with Others
  • Office environment with extensive close PC and keyboard work, constant sitting, and phone work. Must be able to navigate multiple screens. Work in excess of 40 hours per week, including evenings and occasional weekends, to meet business need.
  • Internally with all levels of staff, management, departments, and senior leadership. Externally with vendors and consultants.
