Description
The Volunteer Compliance Manager will collaborate across departments and with key external partners to ensure that all volunteers understand and are in compliance with established organizational requirements, policies and procedures. The Volunteer Compliance Manager, in consultations with key leadership, serves as the lead role in managing cases on policy interpretation, eligibility, background checks, financial processes and other custodial or legal concerns across our council.  This role involves developing, implementing, communicating and monitoring compliance-related procedures to support effective volunteer operations. The position will report to the Director of Customer Service while also serving as internal collaborator to various teams and staff. The ideal candidate for this role will have excellent written and verbal communications skills, demonstrated experience in customer service and customer-facing roles, experience in addressing compliance concerns and providing conflict resolution, be highly organized with attention to detail and accuracy and have the ability to work with data, reports and familiar with spreadsheets and database systems. This position is full-time and is eligible for a hybrid schedule, working remotely up two days per week.


ESSENTIAL FUNCTIONS
  1. Coordinate the development, annual review and management of volunteer policies and procedures including managing the annual updates to the volunteer policy manual.
  2. Manage internal and external communication and activities to support effective volunteer management   including educating and working with staff, volunteers and organizational partners, to support general adherence to established volunteer engagement policies and procedures.
  3. Conduct human resources activities to determine eligibility to perform volunteer duties on behalf of the organization; provide appropriate counsel and support for any activities that may negatively impact the organization’s mission.
  4. Maintain accurate records of volunteer communication and compliance-related actions.
  5. Foster a culture of compliance and ethical behavior among volunteers and external partners; implement conflict-resolution strategies to appropriately address behaviors that do not align with the mission and values of the organization.
  6. Serve as the lead in managing cases on policy interpretation, eligibility, background checks, financial processes and other custodial or legal concerns across our council.; provide policy interpretation and address and resolve inquiries in a timely manner.
  7. Perform regular audits of business procedures that ensure all volunteer and program related financial processes are followed consistently; conduct troop financial audits to ensure compliance with council policies. Identify any potential gaps and provide recommendations on necessary adjustments.
  8. Collaborate with various internal departments including finance, community development, product and programs teams to ensure compliance with policies and procedures that protect girls, troops and council-wide resources.

SUPERVISORY RESPONSIBILITY
This position has no supervisory responsibilities.

POSITION TYPE/EXPECTED HOURS OF WORK
This is a full-time position, and hours of work and days are Monday through Friday, 8:30 a.m. to 5:30 p.m. Occasional evening and weekend work may be required as job duties demand.
TRAVEL
Travel is primarily local during the business day, however travel to regional offices across the council will be necessary at times; rarely will overnight travel be expected.
REQUIRED EDUCATION AND EXPERIENCE
  1. Bachelor's degree or equivalent work experience in related field or an equivalent combination of education and experience
  2. Proficiency in Microsoft Word and Excel
  3. Experience in customer service or customer-facing roles and performing conflict resolution between parties.

PREFERRED EDUCATION AND EXPERIENCE
  1. Experience in human resources or compliance.
  2. Experience with creating policies and procedures
  3. Experience with Excel, maintaining databases and spreadsheets.
  4. Experience with non-profit organizations and/ or managing volunteers.
ADDITIONAL ELIGIBILITY QUALIFICATIONS
Must possess a valid state driver's license and functioning vehicle for work within the Girl Scouts of Western Ohio region. Successful completion of fingerprinting and a criminal background check as required by Ohio law. Commitment to making a difference in girls’ lives as expressed in the Ends statements; mission and goals for girls, as noted in the Board Policy Manual.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
