Job Title: Quality Control Specialist 2
Reports to: Program Manager
Position Summary:
Quality Control Specialist 2 will lead mid to large-size teams of resources and assign work. Patrolling distribution or transmission circuits and completing quality control reviews to confirm that PG&E's third-party tree trimming contractors have performed their work in accordance with regulatory compliance and PG&E’s procedures and standards. Business conduct must occur in accordance with OMS policies and procedures and be aligned with the goals of OMS.
Essential Functions:- Perform all necessary duties for emergency response in accordance with all safety requirements, laws and regulations, and applicable labor agreements or an iOS compatible mobile device as directed by the supervisor.
- Required to use computers and associated software, enter data into and process data from hand-held devices, as required.
- Assist in training and auditing of resources.
- Must perform circuit patrols in accordance with the annual VM plan, VM patrol standards and processes.
- Perform quality control along the existing PG&E rights-of- way; documenting observations/findings in the VM data collection tool.
- Understand the associated scope and ensure their quality control inspection is meeting the appliable standard.
- Notify property owners/agencies when necessary to attain access to perform their quality control inspections.
- Perform quality control inspections verifying applicable inspection and tree work completion and quality.
- Support emergency responses such as directed by OEC, or level one operations. Such as dispatching tree crews, field checking sites, first responder stand-by agreements.
- Independently complete tasks assigned by the supervisor.
- Participate in Contractor safety and tailboard meetings.
- Ensure compliance with all applicable regulations which may include, but are not limited to: Annual permits, Encroachment permits, Traffic Control Plans, railroad permits, CalTrans permits, and environmental protection measures as documented on Environmental Release to Construction.
- As assigned, completes electronic and paper- based documentation and reporting.
- Maintain direct contact with PG&E division personnel, public agencies, and customers as directed by the PG&E Representative.
- Maintain a positive working relationship with VM Inspectors and tree contractors in the VMI's assigned area and be responsible for timely resolution of customer complaints.
- Acknowledge and participate in OMS H&S programs.
- Duties will include completing H&S training.
- Other duties as assigned by OMS or the client.
Qualifications:- Four (4) years of satisfactory experience working in a forestry related field, preferably on electric Utility Vegetation Management projects; and
- Bachelor’s degree in Science, Forestry, Biology, Horticulture, Utility Line Clearance or other job-related discipline or equivalent experience; and
- Requires at least two of the following: ISA Certified Arborist, and ISA Tree Risk Assessment Qualification (TRAQ); and/ or
- Has not performed VM execution work for any of the Quality Control programs being verified by Quality Control within one year.
- Complete the following training within the first month of their start date. Encountering Damaged OH Lines (SAFE-6100WBT) and Quality Control profiled training
- Required to maintain a Class C driver’s license, including participating in Employer Pull Notice Program (EPN), with DMV.
- Conduct a background check, drug screening, and physical exam.
- Approval by Client Representative.
Working Conditions:
Environmental Factors: Indoor and outdoor conditions; exposure to heat, cold, potentially hazardous chemicals, toxic materials; work on/walk on slippery or uneven and potentially mountainous terrain. Noise level is usually moderate.
