Compensation:
$68,640 annual

Program Hours:  Monday – Friday, 8:00 a.m. to 4:30 p.m.
Supervisory Responsibility:  Case Manager/s, Lead Community Integration Specialist, Community Integration Specialist

Position Summary

The ECC Program Manager, under the direction of the Program Director, is responsible for implementing services across multiple locations, overseeing staff, and ensuring program goals are met. Key duties include program planning, community outreach, budget management, and maintaining accurate attendance and billing records. The manager will also ensure compliance with the Lanterman Act and Person-Centered Practices.

                                                                                                                                                                                        
Essential Duties
 
  • Provide leadership in program development, make recommendations for improving operation and services.
  • Oversee all personnel actions including hiring, evaluations, discipline, and terminations; provide training, development and orientation of staff in compliance with established ECF policies and procedures.
  • Will develop and manage departmental budget; monitor and analyze monthly reports of income and expense to assure targets are maintained.
  • Supervise the maintenance of inventory and equipment, coordinating the purchase of supplies and equipment for instructional and office use.
  • Develop curriculum, instructional materials, and newsletters while implementing, coordinating and evaluating program services, goals and objectives.
  • Having ultimate enrollment decisions, review client referrals.
  • Ensure reports and maintain records as required by regulatory agencies for the operation of the program.
  • Maintain program standards as required by regulatory agencies.
  • Maintain maximum participant enrollment and daily attendance ensuring the accurate completion of monthly e-billing.
  • Assist staff during emergency medical situations including implementing first aid/CPR and transporting participants to home or medical facilities when necessary.
  • Develop and maintain external relationships with funders, families, other agencies and businesses.  Conduct tours and perform presentations as needed.
  • Provide direct service in program operations as needed to assure positive outcomes and adequate staffing ratios.  

Other Duties
 
  • Comply with ECF’s Injury and Illness Prevention Program.  Ensure safe use and operation of tools and/or equipment.
  • Comply with ECF policies and procedures, including mandated reporting requirements.
  • To provide continuity of services, exempt employees are expected to observe regular, on-site work hours.
  • Perform other duties as assigned.

Qualifications

Education/Licenses/Certifications:  Bachelor’s Degree in Special Education, Social Work or a related field. Master’s Degree is highly desirable. 2 additional years of experience may be substituted for each year of education required.

Experience:  5 years of professional experience working with individuals with special needs, preferably with adults with developmental disabilities, of which 2 years must have been in a supervisory capacity.

Knowledge/Abilities/Skills: 
  • Excellent written and verbal communication skills and basic math skills.
  • Ability to work on multiple projects simultaneously.
  • Ability to prioritize.
  • Must be computer literate (MS Word and Excel).
  • Detail oriented with a high degree of accuracy.
  • Ability to communicate effectively with participants to provide direction and understand their needs.
  • Patience and compassion to work with individuals with a variety of special needs.

Requirements
 
  • Valid California Class C Driver’s License, reliable transportation, evidence of car insurance, and insurable driving record. 
  • Driving is an essential function of this position. Proof of valid California driver’s license, reliable transportation, evidence of state-mandated car insurance, and insurable driving record are required.  While driving for work should a need arise, the employee’s insurance is deemed primary and ECF’s coverage is secondary
  • Pass a DOJ background investigation.
  • Provide evidence of a negative TB test initially and every three years afterward.
  • Pass a pre-employment physical.
  • Obtain NCI, First Aid, CPR and Medication Administration certification within the first 3 months of employment.
  • Will be required to get medication administration certification.

Work Environment

This is a program for adults who have varying degrees of learning, behavioral, emotional and developmental disabilities.  Employee may encounter participants in crisis, exhibiting emotional/psychological distress or behaving in an aggressive manner.  Work will be performed primarily indoors in a shared office and occasionally out in the field.  Environment may include frequent interruptions, loud noise, odors, varying indoor temperature, and drafts.  Outdoor temperature and weather will vary.  Will be required to assist at multiple activity and volunteer sites as needed.

Pay Range
$66,560.00   Annually to $66,560.00   Annually
