Your New Job The Position
Be part of an energetic People Services team who is passionate about creating a positive employee experience at the intersection of business and people. The Manager of Payroll is responsible for overseeing and managing an Congruex’ s payroll processes to ensure employees are paid accurately and on time. The role requires strong leadership, organizational skills, and an understanding of payroll systems, tax laws, and compliance standards specific to the construction industry.
Job Responsibilities (Including, but not limited to):
Oversee and manage the payroll function, ensuring accurate and timely payment to employees.
Lead and manage a team of payroll administrators with the goal of developing consistent processes and streamlined payroll processes.
Review and approve weekly and biweekly payroll calculations, deductions, and withholdings in compliance with company policies and legal requirements.
Ensure accurate pay for specialized incentive programs for production-based teams such as sales commission, production pay, piece rate, traveling team compensation programs.
Oversee certified/prevailing wage payroll reporting requirements and year-end reporting, including W-2s and 1099s, ensuring accuracy and compliance.
Collaborate with finance and HR departments to provide payroll cost analysis and budgeting support.
Address and resolve payroll-related issues, such as discrepancies, disputes, and employee concerns.
Ensure integration of payroll systems with other Congruex time keeping and financial systems.
Manage and maximize vendor relationship with payroll administrator.
Stay up-to-date with changes in tax laws and labor regulations affecting payroll.
Required Skills & Qualifications: Knowledge:
Knowledge of federal, state, and local payroll laws and regulations.
Knowledge of trends, developments, and payroll best practices in a construction and/or telecom related industry.
Skills:

Ability to handle sensitive information confidentially.
Strong communication and interpersonal skills.
Leadership and team management capabilities.
Abilities:
Ability to effectively communicate with a wide range of individuals.
Ability to influence and maintain governance of payroll policies and practices.
Proficiency in payroll software systems and advanced Excel skills.
Required Education:
Bachelor’s degree in accounting, finance, human resources, or a related field (or equivalent experience) if preferred.
Required Experience:
Minimum of five (5) years of related job experience.
Strong knowledge of payroll laws, tax regulations, and compliance standards (e.g., FLSA, IRS guidelines).
License/Certification:
Certified Payroll Professional (CPP) designation is preferred.
