Barrier Free Living (BFL) is dedicated to helping New Yorkers with disabilities live independently in the community. Through its various programs, BFL provides a broad range of residential and nonresidential services to disabled survivors of domestic violence, transitional shelter to the disabled homeless, and outreach to physically disabled individuals with mental health and/or chemical addiction issues. Services include case management; housing placements; independent living skills training; occupational therapy; short and long-term individual counseling; advocacy within the medical, mental health, child welfare, law enforcement, and criminal justice systems; and referrals to outside services.
About Freedom Village
Freedom Village is a 74-unit permanent supportive housing residence operated by BFL. Located in Manhattan’s Lower East Side, the program serves survivors of domestic violence with disabilities and frail elderly individuals (55+), offering a fully accessible and trauma-informed environment. Residents receive comprehensive on-site services including case management, counseling, and occupational therapy to promote safety, healing, and long-term stability.
Role Summary
The Superintendent works closely with and is supervised by the Program Directors; the superintendent is responsible for the comprehensive upkeep, maintenance, and operations of the Freedom Village supportive housing facility. This is a full-time, live-in position requiring hands-on leadership, building positive relationships with vendors, timely response to maintenance needs, and proactive oversight of building systems to ensure a safe, clean, and functional environment for residents, staff, and visitors. The role demands technical skill, organizational skills, and strong supervisory capacity.
Responsibilities

Supervise the daily, weekly, and monthly work schedules of porters and maintenance staff

Delegate janitorial tasks and ensure proper cleaning and rubbish removal

Provide training and guidance to staff on maintenance procedures and OSHA safety protocols

Foster a culture of safety and professionalism in building operations

Work collaboratively with the Property Manager on tenant and employee matters
-
Perform and supervise repairs in plumbing, electrical, HVAC, carpentry, and appliances
-
Conduct regular inspections of building systems and respond promptly to work orders
-
Coordinate preventive maintenance and ensure all equipment (boilers, pumps, elevators, etc.) operates safely and efficiently

Maintain daily/weekly/monthly logs for boilers, heating systems, and plant equipment
-
Troubleshoot systems issues and oversee contractor repairs through resolution
-
Inspect units pre- and post-vacancy preparation; track punch lists and ensure timely completion

Supervise contractors and approve final work for readiness

Provide weekly status updates to the Property Manager on make-ready units

Conduct annual and as-needed inspections of occupied units, including prep for third-party audits

Supervise general cleaning of common areas, including laundry rooms, sidewalks, and outdoor spaces
-
Oversee landscaping, snow removal, and outdoor cleanliness
-
Coordinate special cleanings, such as pressure washing, carpet shampooing, and buffing
-
Ensure security and fire safety systems function properly and meet compliance standards.

Maintain key inventories and oversee lock changes and replacements
-
Respond to on-site emergencies (e.g., floods, power outages, fires) and support emergency response plans

Maintain vendor relationships and define project scopes

Obtain proposals and submit recommendations for repairs or upgrades

Review and approve completed contractor work for quality and compliance
-
Serve as liaison to City/State agencies for inspections and code compliance (e.g., HPD, FDNY, DOB)

Track, address, and resolve building violations; submit certifications and attend court if required
-
Stay informed of changes in health, safety, and environmental regulations
-
Maintain documentation of inspections, repairs, and certifications
-
Use building management software to track maintenance requests, performance data, and reporting requirements
-
Ensure all warranties and service agreements for building equipment are up to date and accessible
-
Oversee refurbishing of common areas and resident spaces
-
Manage procurement, delivery, and disposal of furniture
-
Coordinate cleaning and repair of units during move-outs and move-ins
Qualifications
-
High School Diploma or GED; trade school or technical training strongly preferred
-
Minimum 3 years of experience as a building superintendent or maintenance technician
-
Hands-on knowledge of building systems, including boilers, HVAC, plumbing, and electrical is required
-
Familiarity with NYC building codes and HPD/FDNY compliance requirements is required
-
Strong problem-solving skills and ability to work independently
-
Ability to lift up to 50 lbs and perform physically demanding tasks (e.g., climbing ladders, bending, prolonged standing)

Excellent communication and interpersonal skills required

Strong commitment to Barrier Free Living’s mission and experience working with diverse, vulnerable populations

Experience working in supportive housing, emergency shelters, or transitional housing environments is preferred
-
Strong knowledge of emergency evacuation procedures and systems such as fire sprinklers, water shut-off valves, HVAC and lighting override controls, and security/alarm systems is a strong asset

Familiarity with building operations software and management systems is preferred

Working knowledge of legal codes and standards including OSHA, ADA, NYC/NYS building safety regulations, and requirements from oversight agencies (e.g., NYS OCFS, NYC DHS, NYS OTDA) os a plus

Basic computer proficiency, especially in the Google platform

Proven ability to manage multiple projects simultaneously, prioritize tasks, and supervise direct reports effectively is strongly preferred
