Position Title:  Environmental Advisor- Longview

Location:  2020 Bill Owens Parkway - Longview, TX

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1.      Manage regional program to ensure that operations comply with applicable environmental regulations, permits, plans, authorizations, and agreements.

2.      Conduct applicability determinations for permitting and operational controls during planning stages of construction projects and/or capital improvement projects.

3.      Prepare and submit air permit applications.

4.      Prepare and submit environmental reports to various environmental agencies (Title V semi-annual deviation reports, annual compliance certifications, MACT/NSPS reports, DMR’s, Tier II’s, EI’s, etc.)

5.      Maintain and update facility SPCC Plans, monitor SPCC recordkeeping, and provide annual SPCC training.

6.      Manage Stormwater and Water Discharge programs, including permitting, sampling, recordkeeping, and reporting.

7.      Manage Waste program, including discussions with waste disposal facilities, preparing Waste Profiles, coordinating sampling and analyses, and assisting with Waste Manifests.

8.      Manage spill/release reporting and follow up activities by preparing written spill/release reports and communicating with associated agencies. Be available 24/7 in the event of a spill or release. Occasional last-minute travel may be required in some situations.

9.      Conduct on-site facility audits to determine compliance with air permitting and compliance requirements.

10.  Assist with Health and Safety Incident Investigations that have environmental related consequences or potential for impacting the environment.

11.  Assist in implementing an environmental management software system, for tracking air quality compliance and reporting.

12.  Periodically travel to each asset.  Review facility equipment, operations, and maintenance processes for compliance with applicable regulations.  Review site-specific recordkeeping.

13.  Coordinate regulatory inspections and audits and provide information to regulatory agencies.

14.  Aid in developing corporate EHS budget and efficiently track and manage dollars spent towards budget and other projects.

15.  Interact with all levels of employees and management within the company; local, state, and federal regulatory agencies; and consultants with self-confidence, poise, and professionalism.

16.  Ability to maintain strict confidentiality, including the ability to recognize situations in which confidentiality is required.

17.  Performs other duties as assigned by direct supervisor.

EDUCATION, EXPERIENCE, & MINIMUM QUALIFICATIONS:

·        Bachelor’s degree in environmental science, engineering, or related field.

·        Minimum three (3) years of experience with the applicable environmental programs, air quality experience preferred.

·        Experience in the oil and gas industry, preferably within natural gas midstream sector.

·        Working knowledge with MACT, NSPS and NESHAP Regulations.

·        Working knowledge of the following state environmental regulations preferred: TX, OK, MS & AR.

·      Computer skills: Microsoft Office, Adobe, Google Earth and/or GIS, and Emissions Calculation applications (ex. EPA Tanks, API E&P Tanks, GRI GLYcalc, API AMINECalc, GRI HAPCalc, etc.)

·        Strong analytical, organizational and documentation skills required.

·        Excellent communication and interpersonal skills, both written and verbal required.

·     Ability to prioritize assignments, deal with interruptions, and meet deadlines, and multi-task in a fast paced and growth-oriented environment.

·     Must pass pre-employment drug test, and will be subject to random, for-cause, and post-accident drug testing, in accordance with Company policies and procedures.

·        Must pass criminal history background check.

·        Must have valid driver’s license and be insurable under Company’s vehicle insurance policy.
