The Director of Community Resilience plays a mission-critical role in designing, scaling, and sustaining impactful programs that prepare communities for disasters and connect residents to essential services like housing, food, health, and wellness.
As the architect of the Community Resilience Program Center and Social Services Hub, this leader ensures EHCEC’s ability to respond to crises while proactively building systems that enable long-term community stability. You’ll lead the team that ensures residents don’t just survive—but thrive—before, during, and after a crisis.
What You’ll Be Responsible For
Launch a High-Performing Program Team
- Hire and onboard all core team members within the first 90 days.
- Implement weekly team meetings, establish individual performance scorecards, and launch 30/60/90-day plans for 100% of team members within 60 days.
- Ensure 100% of team members complete quarterly performance reviews aligned with clear goals and growth indicators.
Operate the Social Services Hub
- Fully operationalize a 5-day/week Social Services Hub offering direct walk-in and scheduled support.
- Serve a minimum of 2,500 unduplicated residents annually.
- Maintain a client satisfaction score of at least 85%, measured through quarterly post-service surveys.
Deliver Basic Needs Programming
- Oversee 12 monthly food distributions in collaboration with regional food providers.
- Facilitate rental and utility assistance for at least 75 households annually.
- Integrate nutrition education into 75% of food-related services to support long-term food security.
Expand Disaster Preparedness Efforts
- Provide strategic oversight to the Disaster Recovery Coach and broader team to ensure delivery of 12 annual disaster preparedness trainings in high-risk neighborhoods.
- Lead the development and approval of at least 2 Memorandums of Understanding (MOUs) with emergency response or relief partners to formalize collaboration and expand service reach.
- Ensure systems and supports are in place for the training of a minimum of 400 residents in emergency protocols annually.
Build Health & Mental Wellness Access
- Oversee the development and implementation of 2 or more behavioral health or healthcare navigation programs in partnership with internal team members and external providers.
- Set program targets and evaluate progress toward referring at least 500 residents to healthcare, with a 75% follow-up completion rate, ensuring staff are equipped and supported to meet these goals.
- Facilitate the establishment of at least 1 formal partnership with a healthcare provider to institutionalize access and improve coordinated care.
Scale LINK Systems Coordination
- Host 6 cross-sector partner convenings annually.
- Recruit 25 active LINK partners committed to shared goals, standards, and referrals.
- Implement a shared referral or tracking system with at least 3 partners to streamline services.
Secure Program Growth & Funding
- Increase the division’s operating budget by 30% through grants, contracts, and public/private partnerships.
- Submit at least 4 competitive grant proposals aligned with strategic outcomes.
- Establish 3 new institutional partnerships (e.g., hospitals, funders, school districts) to advance program sustainability.

✅ Proven leadership in community resilience programming, with direct experience overseeing initiatives in disaster preparedness, housing stabilization, food security, or public health.

What Success Looks Like - 30, 60 ,90 day
First 30 Days – Learning & Orientation
- Conduct a full program audit and submit a written summary identifying key gaps and immediate priorities.
- Meet with 10+ external partners (food, housing, disaster, and health) to assess collaboration opportunities.
- Draft and implement initial performance scorecards and weekly meeting structures for existing team members.
- Review and validate existing grant requirements and budgets for all active funding streams.
First 60 Days – Execution & Contribution
- Complete hiring for 100% of core team roles and launch 30/60/90-day onboarding plans for each.
- Launch the Social Services Hub with operations 5 days/week and services available on-site.
- Oversee the first food distributions and schedule the first 3 disaster preparedness trainings.
- Submit at least 1 competitive grant application or LOI aligned with resilience goals.
First 90 Days – Ownership & Strategic Impact
- Host the first LINK partner convening and confirm participation of at least 10 active partners.
- Initiate 1 new behavioral health or healthcare navigation service, with referral tracking activated.
- Finalize 2 new signed MOUs, one for emergency preparedness and one for health or food access.
- Submit 1–2 competitive grant applications totaling at least $250,000 in potential new funding.
