POSITION DESCRIPTION

The Waste Coordinator job family serves as the technical lead for Waste Programs at their assigned facilities/projects and acts as the point of contact for waste generators.

·         Coordinates resources with the generator for the management of waste. 

·         Acts as single point of contact for waste identification/characterization of planned waste. 

·         Identifies discrete waste streams for segregation by waste profile. 

·         Links the waste stream to a disposition profile in eMWaste. 

·         Assists in waste generation forecasting. 

·         Participates in facility audits and/or walk downs of WMAs. 

·         Manages all WM activities within the WMAs. 

·         Manages CERCLA WMAs. 

·         Notifies the Facility Manager of planned changes in waste-related operations. 

·         Obtains concurrence from the Facility Manager for all WMA activities that could affect the authorization basis or adversely affect the functionality of a facility. 

·         Ensures WM personnel work within WMAs is performed safely, per approved procedures, within the safety documentation envelope, and in accordance with work control processes specified by facility management.

·         Notifies both the WGS Manager and the Facility Manager in the event of an incident or emergency.

·         Provides day-to-day oversight of assigned WGS Waste Technical Support Specialist (WTSS). 

·         Ensures Program Waste Certification requirements are implemented. 

·         Ensures Waste Certification requirements required by the NNSS are implemented. 

·         Ensures Waste Certification requirements (i.e., package contains no anomalous or prohibited items) are implemented.

·         Assists or completes and submits the land disposal restriction (LDR) notifications to the Waste Disposition Specialist (WDS).

·         Performs self-assessments and routine inspections of WGS activities and facilities. 

·         Ensures WGS waste management activities are included in the facility plan of the week (POW)/plan of the day (POD) and ensures WGS is represented at the facility POW/POD meetings. 

·         Reviews work packages for waste generation and WM activities. 

·         Approves hazardous waste determinations. 

·         WHEN an inventoried chemical is shipped for disposal. THEN notify the Chemical Services Coordinator.

·         Oversees the timely development of generator waste characterization documentation. 

·         Enables effective coordination/communications regarding program requirements.

 

LEVEL SPECIFIC RESPONSIBILITIES

·         Provide technical support for waste generators to develop waste profiles.

·         Assist with waste characterization as requested.

·         Provide field guidance on how to implement waste disposition procedural requirements

·         Assure waste storage areas are being properly maintained by the waste generators

·         Identify waste generation volumes.

·         Provide liaison support between field and waste programs.

·         Review of existing waste characterization data 

·         Assist waste generator with waste profile development.

·         Coordinate waste profile approval. 

·         Validate waste containers meet specifications. 

·         Verify waste requires treatment or can be direct disposed 

·         Coordinate with Waste Transportation Specialist and assist Waste Generator with any waste management related issues 

·         Assures waste storage areas are being inspected as required. 

·         Monitor field operations to determine the amount of waste to be generated by the project and during what timeframe 

·         Interface with disposal facility on clarification on waste profile information as necessary 

·         Support field operations in maintaining compliance to waste disposition procedural requirements

 

EDUCATION REQUIREMENTS

Bachelor’s degree and 10+ years of relevant experience or equivalent combination of education and relevant work-related experience.

 

MINIMUM QUALIFICATIONS

·         Entry-Level Requirements: - Technical expert in waste management subject matter area by training and qualifications specified in this TPD.

·         Extensive knowledge of waste management processes and requirements.

·         Advanced knowledge of DOT regulations.

·         Comprehensive training and understanding of regulations and standards applicable to waste management and transportation applicable to DOE-EM operations (e.g.; CERCLA, RCRA, TSCA, OSHA, DOE Orders, TSDRF Waste Acceptance Criteria).

·         Working knowledge of radioactive and hazardous waste characterization and management.

·         Excellent management and supervision skills

·         Technical competence in managing and shipping hazardous and radioactive waste in compliance with applicable standards and regulations including; DOE Order 435.1, CERCLA, RCRA, TSCA, DOT, and in accordance with common DOE TSDRE Waste Acceptance Criteria

·         Proficiency in oral and written communication 

·         Ability to work in a diverse work environment,

·         Satisfactory results of a pre-employment screening, which includes a background check and drug screening in accordance with Federal requirements,

·         Ability to fulfill and promote L&A core values.

 

LOCATION

·         This position is on-site at UCOR work locations in Oak Ridge, TN.

·         No per-diem for these roles but relocation can be considered.
