As a Communications Consultant with the Market Segment Team, the individual will be expected to provide subject matter expertise in communications related to PSAP Operations and the assessment of Public Safety systems, with a focus on Continuity of Operations (COOP), training and exercises and understanding of emerging technologies. The role requires a client-focused professional committed to success by embracing and living our core values of Persistence, Integrity, Trust, Accountability and Prudence.

RESPONSIBILITIES
- Ability to assess client situations and environments. Identify needs, present concepts, develop specifications and recommendations, and deliver solutions related to communications systems
- Perform onsite surveys of existing systems and organizations with an emphasis on data-gathering, documentation and recommendations on potential system improvements, cost reduction, staffing, and operational efficiencies
- Guide clients in the development of relevant guidelines and procedure documents, required training, implementation plan and effectiveness testing/measurements
- Assure the quality of project deliverables, including technical standards, client QA/QC procedures, and close-out.
- Deliver projects within client budget guidelines
- Work with business development staff to develop ongoing programs and proposal statements of work for additional services
- Consult with clients, focused on Public Safety systems and facilities as well as assist in related systems design, procurement and installation, budget and funding prioritization
- Effectively and proactively communicate with clients, elected officials, stakeholders, MCP team members and vendors on project status, project success, project issues, and project delays
- Ability to travel 50% of the time
- Work hours vary across time zones and may extend beyond the traditional business day
- Performs other related duties as assigned by management

QUALIFICATIONS:
- Bachelor's Degree (BA) from four-year college or university in Public Safety, Emergency Management or related field is preferred
- Professional certifications: Project Management Professional (PMP) or preferred equivalent
- Computer skills required: Microsoft Office, Adobe products,
- Computer skills optional: SmartSheets preferred
- Other skills required:
- Minimum 10 years of public safety communications experience
- 5 years successful and documented work experience in the assessment, writing, design, consultation and implementation of operations technologies and communications systems for public safety, emergency management and/or mission critical systems
- Experience with industry association working groups and standards at the state or national level including contributing to standards development, presentations, white papers, etc.
- Exemplary communications, both oral and written for proposals, presentations, and technical reports focused on public safety communications and technology; specifically, regulatory, policy, white papers, and client education
- Strong research and analysis capabilities
- Working knowledge of technical, operational standards that apply to Public Safety Communications
- Versed with emergency services planning/procedures and program administration of both government projects and multi-county regional programs interfacing with local governments and voluntary boards
- In-depth knowledge of some or all of the following 911, NG911, Public Safety operations, Emergency Management, CHE, CAD, Data Communications Planning, and related telecommunications industry standards and best practices
- Exceptional listener. Understanding client goals and how they measure success.
- Ability to assess client situations. Identify needs, present concepts, develop specifications and recommendations, and deliver solutions
- Extensive expertise in the use of project management methodologies and tools is a must
- Ability to present complicated concepts in an understandable way and compassionate manner to government boards and people while creating trusted relationships with all stakeholders
- Experienced team leader with public safety communications expertise that includes 9-1-1 public safety, emergency management, CHE, CAD, data communications planning, land mobile radio (LMR) and related communications industry standards and best practices
- Practical competence with planning requirements and documentation required for project management, policies, and procedures
- Skilled in the operational assessment, specification, design, implementation and training of systems in support of PSAPs and EOCs Proven knowledge of federal, state and local agency activities related to 9-1-1
- Valid Driver’s License and the ability to drive a vehicle to our client locations and regional offices
