POSITION DESCRIPTION
The position will provide senior level technical, operational, and management guidance to PFE-DO.
- Manages and directs the daily tasks of individuals and project teams required to perform ongoing support of design, construction, startup and/or operations/maintenance activities of systems, structures, and components at nuclear facilities;
- Expert knowledge of industry, regulatory, or Department of Energy/National Nuclear Security Administration (DOE/NNSA) complex codes, standards, and criteria pertinent to engineering processes;
- Proven knowledge of applicable codes and standards in common use at DOE and DOD facilities (ASME, NQA-1, IBC, IEBC, IEEE, NFPA, NEC, etc.);
- Proven knowledge of common project schedule and cost tracking methodologies and programs (P6, MS Project, EVMS, etc.);
- Proven understanding of design development and design review process (30%/60%/90%) and extensive prior experience facilitating design package development;
- Proven understanding of technical scope development and senior-level understating of common engineering design document deliverables;
- Renders expert opinions on engineering and technical issues, provides recommendations to project design and construction teams in specific areas of expertise;
- Provides independent reviews and assessments in areas of specialized expertise and provides guidance to project teams in delivering results on high-hazard/high-consequence projects;
- Interfaces with management personnel and customer representatives, prepares and presents analysis and studies regarding organizational capabilities, performance, and areas for improvement;
- Develops and enforces work standards, assigns schedules, reviews work quality, communicates goals, objectives, and policies of the organization;
- Provides leadership for the project teams, coordinates with the functional organizations, and advises senior personnel within the PFE division;
- Participates in schedule development and planning/scheduling activities for numerous small to moderate sizes projects. As needed, reviews and approves costs and schedule estimating activities;
- Often must lead a cooperative effort among members of project teams. Works on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors;
- Frequently interacts with subordinate supervisors, customers, and/or functional peer managers, normally involving matters between functional areas performing similar tasks.
EDUCATION REQUIREMENTS
- Position requires a Bachelor’s degree and minimum 10 years of related management experience, or an equivalent combination of education and experience.
MINIMUM QUALIFICATIONS
- Position requires the ability to be awarded and maintain a DOE Q clearance;
- Experience and demonstrates skill in directing multi-discipline engineering teams to resolve complex technical issues in/around nuclear facilities;
- Experience in direction, personnel administration, and training of technical and non-technical personnel;
- Experience in process improvement, process analysis, and implementation/improvement of common business operations found in engineering organizations;
- Experience in oral and written communication, with demonstrated ability to present technical and operations information to management/client;
- Demonstrated skill in identifying, analyzing, and solving problems;
- Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience;
- Prior experience in a technical advisor / technical leadership role required;
- Ability to work in a diverse work environment;
- Satisfactory results of a pre-employment screening, which includes a background check and drug screening in accordance with Federal requirements (details below);
