Summary

Individual will provide senior level logistics support to PEO C4I/PMW 130 with independent review and analysis for the various ACAT Programs and various projects.  Individual will work across functional groups within the PMW to coordinate and provide logistics support for all facets of the programs/projects, i.e., program logistics documentation, financial planning/budgets, spare parts support, technical documentation, installation support, schedule coordination, training requirements, etc.  .

Essential Duties and Responsibilities

         Support the development and update of logistics documentation for RDT&E and ACAT programs/projects including: LCSP, ULSS, BCA, PBL Plan, HSI Plan, DMSMS Plan, IUID Plan, PSD Sheets, Variance Workbooks, MOAs, APLs, and LRFS.

         Use of the following online databases including CDMD-OA, NDE, SPIDER, SAILOR, and MBPS.

         Provide logistics inputs for program/project documentation including the Acquisition Strategy (AS), Acquisition Program Baseline (APB), Capability Development Document (CDD), Integrated Master Plan (IMP), Integrated Master Schedule (IMS), Cost Analysis Requirements Description (CARD), etc.

         Support the development of and updates to PMW 130 product support related financial and budget submission and execution, including the development of Logistics Requirements Funding Summaries (LRFS), program/project spend plans, and responses to budget inquiries. 

         Support the development and updates of logistics cost estimates, models, and progress and special reports.  Validate data and perform performance/cost trade-off analyses for future systems.  Analyze and report results from cost/benefit models.

         Analyze program/project data to determine impacts on various schedules and milestones and support associated updates of program/project IMSs and POA&Ms.

         Support the development of all required Independent Logistic Audit (ILA) documentation for acquisition programs/projects.  Collect existing programmatic and logistics documents and prepare the PMW 130 ILS document package for the ILA Assessment Team.  Prepare a project/program ILA brief to be presented to the ILA Team.  Review the progress of the assessment, analyze identified deficiencies, implement corrections, and attend in-process meetings.

         Review the Master Installation Schedule and verify budget exhibits to develop Program PSD sheets for spare parts requirements utilizing the PARTS online database.  Support the development of and updates to PSD Sheets for the OPNAV/NAVSUP N4 BAM review.

         Support the development of PMW 130 PBL BCAs to support the evaluation of various RDT&E support strategies and provide expert logistics strategy recommendations for conceptual programs that are Pre-Milestone.  The PBL BCAs shall include estimated costs and describe benefits of proposed alternative product support strategies.  Assist in determining the best value solution for product support and continuously evaluate the various support strategies and provide recommendations.

         Support the development of the PMW 130 DMSMS plan for RDT&E programs in accordance with PMW 130 policies and directives.

         Support the development of ULSSs for programs in development to accurately identify and document the logistics support structure for the Fleet users. 

         Produce supportability analysis and plans for each ILS product support element and develop logistics plans and reports. 

         Review and provide recommended changes for all installation schedules (SPIDER, NDE, etc.) and work plans.

         Maintain, update, and track the ILS sections of the integrated schedules to ensure ILS product delivery from Echelon III field activities.

         Support the Government’s response to data calls and “roll-ups” (e.g., depot maintenance, OM&S, training, and transportation).

         Support PMW 130, NAVWARSYSCOM 4.3, PEO C4I ILS Certification/ILS Status data calls and meetings.  Maintain the OPN and SCN ILS Certification Matrix with the current information IAW SPAWARINST 4105.2B and NAVSEA TS9090-310G.

         Review and update annually the PMW 130 IUID Plan and the associated Appendix A per the PMW 130 Individual Program IUID Compliance Plan.

Required Qualifications

         Bachelor’s Degree (2 years of logistics experience may be substituted for each year of college)

         7 years of logistics experience.

         Experience with the Navy’s logistics documentation, e.g., ACB, CPD, RDP, LCSP, ULSS, PBL Plans, IUIS Plans, PSD Sheets, APL, LRFS, etc.

         Experience with CDMD-OA, NDE, SPIDER, and MBPS.

         Experience conducting independent research and analysis of data and generating coherent recommendations; ideally associated with logistics services and/or products.

         Exercises discretion and independent judgement in representing and/or resolving matters of significance on behalf of the customer.

         Basic understanding of C4ISR systems on Navy ships

         Individual needs to be a self-starter, able to work effectively on an individual basis and/or as part of a team; requires limited to no supervision.

         Excellent verbal communication and writing skills in English, experience in Navy terminology, and ability to generate coherent Outlook e-mail.   

         Sound working knowledge of Microsoft Office applications, e.g., Word, Excel, PowerPoint, with experience building basic Excel spreadsheets and Bar/Pie Charts and generating basic PowerPoint presentations.

         Must be able to successfully pass the required drug test.

Desired Qualifications

         Bachelor’s Degree in related field.

         10 years of Navy logistics experience

         5 years of Navy acquisition logistics experience with ACAT programs and/or RDT&E projects

         3 years of logistics experience working at PEO C4I/PMWs or equivalents at NAVSEA/NAVAIR

         3 years of logistics experience working at NIWC PAC or LANT

Pay Range
$85,000.00   Annually to $105,000.00   Annually
