Job Summary:

 

The Proposal Lead II focuses on managing the end-to-end process of developing and submitting high-quality winning proposals. They will coordinate with cross-functional teams, manage timelines, ensure compliance, and interact directly with clients to understand their needs. Their primary goal is to secure new business opportunities through compelling and well-executed proposals. 

 

Job Responsibilities (Including, but not limited to):

  • Coordinate inbound opportunities for Congruex, CNS Division.
  • Collaborate with assigned Program Manager on opportunities.
  • Conduct risk analysis on opportunities.
  • Coordinate with Project Controls Team for high level schedule and resource plan.
  • Maintain a database of historical cost data and benchmarking metrics to refine future estimates.
  • Collaborate with CSG team on end-to-end estimating process in Playbook.
  • Ensure alignment between engineering and construction detailed cost estimates for large programs, ensuring accuracy and alignment with project scope, specifications, and market conditions.
  • Work closely with program manager, engineering, and construction teams to gather input, validate assumptions, and refine estimates.
  • Collaborate with procurement and finance teams to incorporate labor, material, and subcontractor costs in the estimate.
  • Collaborate with safety to incorporate safety costs in the estimate.
  • Collaborate with fleet to incorporate equipment costs in the estimate.
  • Develop and incorporate indirect costs into estimates, including overhead, project management, administrative expenses, contingency planning, etc.
  • Facilitate estimate reviews with executive leadership, providing data-driven insights for decision-making.
  • Ensure all estimates comply with company standards, customer requirements, and regulatory guidelines.
  • Maintain organized records of estimates, assumptions, and supporting documentation for reference purposes.
  • Support the transition from estimate to execution by assisting the Project Success Team with project kickoff and budget alignment.

 

Required Skills & Qualifications:

  • Minimum of 5+ years of experience in proposal development or management, specifically supporting fiber infrastructure or related construction projects.
  • Bachelor’s degree in related fields (e.g., Engineering, Construction Management, Business Administration), or equivalent work experience.
  • Strong understanding of Outside Plant (OSP) and/or wireless infrastructure construction and engineering processes.
  • The ability to identify winning themes, develop strategies, and address challenges that arise during the proposal process.
  • The ability to lead and motivate teams, communicate effectively with stakeholders, and build relationships.
  • Proven track record successfully leading proposal efforts, developing technical and commercial proposals, and managing bid processes.
  • Excellent written and verbal communication skills, with the ability to convey complex technical concepts clearly and persuasively.
  • Strong organizational skills with the ability to manage multiple proposals simultaneously, balancing competing priorities and deadlines.
  • Exceptional attention to detail to ensure that all proposals are accurate, complete, and of the highest quality.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).

 Preferred Skills & Qualifications:

  • Strong understanding of fiber network architecture, telecom projects, including FTTH (Fiber to the Home) and long-haul/middle-mile deployments, permitting requirements, and how cost, scope, and schedule interrelate within telecom construction.
  • Demonstrated ability to collaborate across functions (engineering, construction, finance, legal, and program leadership) and hold cross-functional teams accountable for deliverables during the proposal lifecycle.
  • Proven ability to proactively communicate bid status and summarize complex project information (contracts, permitting, customer conditions, schedules, payment terms, and resource availability) to executive and program leadership.
  • Self-starter with a high degree of initiative, capable of driving proposal efforts independently while maintaining alignment with program goals.
  • Adept at gathering technical inputs and commercial terms from subject matter experts and transforming them into cohesive proposal documents.
