In this new position of Program Officer, Policy & Advocacy, you are the driving force behind the Foundation’s approach to public policy and advocacy as a way to make measurable progress related to our impact areas (essential needs, economic prosperity, civic engagement and resilient & connected neighborhoods). In addition to managing your own impact portfolios which include grants, projects and initiatives, you will also be helping our team develop and implement strategies to engage in advocacy around key policy issues that will advance our work. Your experience could include community organizing or policy development for either policy makers or advocates with the goal of enacting policies that improve the lives of people furthest from thriving. Either way, community and helping people on the margins of society is your passion!

Essential Duties and Responsibilities

  • Develop community impact portfolios that include grants, projects, programs and/or initiatives, and which coordinate the use of all our tools (grants, impact investments, advocacy, fundraising, ColoradoGives, communications)
  • Design and evaluate program initiatives, surveys and analyses of program activities, and develop and present materials to those evaluating the program
  • Implement and manage up to three community impact portfolios
  • Develop and implement grant opportunities aligned with community impact portfolios
  • Review and recommend grant awards and declinations based on alignment with goals and due diligence
  • Serve as key contact and relationship manager for active projects in designated community impact portfolios, helping to ensure goal achievement or working with grantees and partners to adapt work plans
  • Work closely with the Vice President of Community Impact to develop, articulate, and implement a strategic framework for the use of public policy and advocacy across the Foundation’s impact areas.
  • Track, analyze and make recommendations on if/how we should respond to local, Jefferson County and state legislative and regulatory issues related to the Foundation’s stated goals for impact portfolios and impact areas. When we choose to, coordinate the response to key policy initiatives on behalf of Community First Foundation by
    • Preparing issue briefs, policy memos, and presentations as needed for a variety of stakeholder audiences
    • Ensuring that Community First Foundation’s policy positions and recommendations are consistent with its organizational strategy and priorities
    • Coordinating and collaborating within the Community Impact team and across departments to ground policy work in practical experience, data, and research.
  • Support the design and execution of a local (county-based) policy agenda for the Foundation’s impact portfolios
  • Model organizational values and drive culture
  • Provide exceptional service to other employees, donors and nonprofit partners

Knowledge, Skills, and Abilities

  • Excellent public speaking and persuasive writing skills
  • Public policy analysis and/or development
  • Bilingual and able to read, write and speak Spanish proficiently
  • Exemplary communication ability, interpersonal and relationship-building skills
  • Work independently as well as within a team
  • Detail-oriented
  • Able to manage a project from conception through completion
  • Demonstrated ability to take primary responsibility for diverse projects and complete them in a timely manner with limited supervision
  • Innovative thinker, with a record of accomplishment for problem-solving and developing action plans and creating impact
  • Self-reliant, results-oriented, and strong interpersonal skills with the ability to engage, collaborate and develop consensus with staff and colleagues
  • Ability to make decisions in a changing environment and anticipate future needs

Education, Experience, and Certificates

  • Bachelor’s degree in a relevant discipline or equivalent years of experience required
  • Minimum 5 years of relevant experience working with one or more of the following: diverse communities, community organizing, advocacy organizations, public policy analysis and/or development, nonprofit organizations, philanthropy, grantmaking, and/or program evaluation
