Job Summary: Responsible for planning and overseeing projects to ensure they are completed on time and within budget. The Project Manager plans and designates project resources, prepares budgets, manages scope/cost/schedule, monitors progress, completes technical and contractual deliverables, and is responsible for client and stakeholders’ coordination.
Job Responsibilities (Including, but not limited to):
Plans, schedules and coordinates the preparation of deliverables or activities for multiple major projects and/or is responsible for an entire program area in alignment with client needs and desired outcomes.
Ability to manage a large number of projects and completes technical designs and drawings.
Ability to prioritize projects based on deadlines and importance.
Align internal resources to meet client and project objectives.
Responsible for technical details, permitting, contracting, and overseeing QC for the projects they manage.
Preparation of proposals and pricing profiles. Timely identifies and communicates when a roject needs an amendment.
Responsible for budgets, funding, and profit and loss for the projects they manage.
Preparation of project schedules and met or exceed schedule targets of client, agency, and customer.
Completes work in accordance with client, agency and internal processes and procedures.
Attends and leads coordination meetings (agency, client, customers, internal, etc.). Creates and distributes correspondence relevant to the team or project.
Represents the organization and maintains liaison with individuals and related client and project contacts.
Follows through with tasks and processes until completion.
A high level of time management, accountability, and prioritization skills.
Updates necessary project tracking system(s) to ensure that project and/or program status is maintained with accuracy, including third party management systems.
Communicates all issues to management prior to reaching critical status.
Develops and maintains accurate and complete files for projects; continues to monitor for integrity and completeness.
Possess advanced oral and written communications skills.
Other duties as requested by supervisor and leadership.
Meet or exceed target utilization expectation for role.
Required Skills & Qualifications:
10+ years experience in OSP telecom engineering and project management and experience as an OSP Engineer.
Bachelor’s degree or substitute relevant work experience (in Business, Science, Technology, Engineering) preferred.
Civil/Telecommunications design & construction practices, utility design, and coordination experience on road move projects.
Evaluate replacement of copper facilities with fiber.
Evaluate existing copper cables to determine if it can be replaced with a smaller copper cable (downsized) and still maintain service.
Work with engineering and design staff to develop planning budget required for specific job engineering and construction budgets and reimbursement agreements.
Work with engineering and design staff to develop a relocation job duration and schedule for agreement and forecasting purposes.
Work with engineering and design staff to QA/QC network plans for accuracy of facility placement and circuit information.
Review relocation plan with client planner and roadway engineer for their input and concurrence on plan.
Coordinate with clients or contractors to resolve any design issues that arise during construction.

Experience successfully working with cross-functional teams, in multiple locations.
Ability to be flexible, take direction and feedback with ease, including changes to process, workflow, schedule and priorities.
Experience project management tracking in database programs with data accuracy.
Handle large project volume workload. Follow internal and external templates, process flows, design guidelines, standard operating procedures with complete accuracy and requiring minimal, if any, rework.
Ability to independently organize own work to meet established objectives, using discretion in performing duties.

Ability to work in a fast pace and changing telecom engineering and construction environment.

Desired Skills & Qualifications:
Familiarity and experience in Washington public agency projects and programs. Experience with SDOT, WSDOT, City of Seattle, King County, Sound Transit and other Seattle Metro public agencies desired.
OSP design background, familiarity with client mapping and records, job process and funding requirements, and experience with telecom clients in the Pacific Northwest.
Experience with Copper and Fiber Placing Methods.
Experience in engineering consulting; telecommunications or civil industry; small-medium sized construction projects $150,000 to $2 million.
Advanced computer skills using Bluebeam Revu, SiteTracker, Power BI, Microsoft Excel, Office Suite and ability to learn a variety of tracking and project management tools and software.
State DOT and local Public Works utility accommodation regulations, permits, and design standards.
Proficiency in AutoCAD® or MicroStation®

Travel to project site(s) and project meetings in personal vehicle.
Physical Requirements:
Able to sit and/or drive for long periods.
Able to look at a computer screen for long periods.
Ability to stand, stoop, squat, and bend for extended periods of time.
Ability to walk for extended periods of time and/or long distances (1+ miles).
Ability to navigate through potential uneven walkways/terrain.
Must be able to work while wearing safety boots, safety glasses, hardhat, and any applicable safety gear.
Comfortable working in confined spaces.
Able and willing to work in inclement weather conditions and tolerant to extreme elements (heat, sun, wind, rain, snow, etc.).
